How Chosen.
The last legislature passed a law
making the office elective by. the peo
ple Instead of appointive by the gov.
ernor. There are three men on the
commission and their successors will
be elected as soon as their terms ex
pire. The first to go Is Jos. M.
Brown, whose time Is out In October
1907. The only state election to be
held between now and then Is In Oc
tober 1906. The only, democratic
primary Is next week, and no ar
rangements for voting for a commis
sioner have been made. The Oc
tober election Is a general election
and there Is some objection to hav
ing the bridle taken off, and letting
democrats oppose each other, as
would be the case should no party
nominee be chosen. It Is possible
that the state democratic convention,
which meets on September 4th, in
Macon to choose a governor and oth
er statehouse nominees will also
name a nominee for commissioner,
even though they have no primary
Instructions to guide them.
What Mitchell Says.
Mr. Mitchell, who has Just re
turned from Atlanta was seen yes
terday afternoon by a reporter for
the Tlmes-Enterprtse. He said: “I
am not yet ready to make my formal
announcement for railroad commis
sioner, but there Is scarcely any
doubt that I will run. If I do I ex
pect to be elected as the offers of sup
port I have received almost assure
this. I bad not thought of the mat
ter until It was presented to me by
friends, but their urging has been so
strong and they have done so Much
that I can hardly disregard their
wishes.”
House Petitions Him.
Just before leaving Atlanta Mr.
Mitchell was presented with a petit
ion signed by 108 of his colleagues
In the house of representatives. II
bears the names of Perry, of Hall;
Seaborn Wright, Hall of Bibb; Sto-
voll, of Chatham; Covington, of Col
quitt, and In fact all the leaders of
the bouse. It also is signed by every
South Georgia representative, with
out exception.
It reada as follows;

chell of Thomas, as a candidate for
the place of railroad commissioner,
