Turpentine Operator’s Association to
get all operators to sign a scale to
pay uniform wages to . laborers. The
opinion in Thomas county Is that the
attempt Is doomed to 'failure. Tt
Is very difficult to get labor at any
terms and most of the operators say
that the adoption of the union scale
would threw the fat In the fire at
once.
A dispatch from Jacksonville
says:

labor conditions..
“While there is strong hope that
the plan will be adopted by all of
the operators of the South, or at
least by a majority of them, there Is
a great deal of fear that the plan
will not prevail. Already several of
the operators have expressed them
selves against It and some of them
claim that the plan would serve to
make conditions worse. It has been
cited that the negro throughout the
South Is becoming organized. There
have been labor agitators among
them for several years and their
work 13 beginning to bear fruit.
Some of the operators claim that It
will be impossible for those engaged
in this one Industry to lower the
scale of wages and place other re
strlctlons about labor when other In
dustrles right at their door are pay
ing higher wages and are offering
Inducements to negroes to join them.
“It Is pointed out by those who
are Inclined to believe that there is
to be no relief, that the negr Q lalyu--
er Is even harder to manage than the
white laborer and that the high scale
of wages which have been paid re
cently, has given him a knowledge
that his services are absolutely es
sential to the manufacture of naval
stores.
“But despite all of this talk Pres
ldent Toomer, of the .Turpentine
Operator’s Association, has begun an
active campaign to get the operators
together on this proposition.
“It Is believed that the efforts of
Mr. Toomer will be of some avail

“In enforcing the scale adopted b>
the Turpentine Operator's Associa
tion one fact will have to be borne

one-third of the operators are mem
bers of the association and conse

belt will endeavor to secure the sig

of association membership to the
