IMPROVEMENTS
ADVOCATED
Also Tax Reform, In the
Presentments of This
* Grand Jury.
After Ore days of hard work, the
jjrand jury for th« October term
adjourned yeatorday at half post
three o'clock. Their preeentmente
are (Iren In full below. The para
graphs that are worthy of particular
attentldn are those concerning low
returns for property' on the tax
hooka, low returna of non-reeldents’
property by agents, the road ques
tion, by which the present system
la commended, recommendation that
the^ commlaalonera appropriate $200
for'the military company, recommen
dation that an auditing committee
fp over the county's books', and that
a dock and electric lights be placed
la 'the court house.

Property In Good Conditon.
We, the Orand Jury, through our
_. CofiJfilfitw’ ’nlake 'th 1 ^ following
• >f r report: ''
First. The Committee oh Public
Property report:
tVA find the court house In good
conditloh except a few leaks on the
roof, and a portion of the railing on
one aide of the main entrance is
lose and In a dangerou* condition.
We find the Jall'neatly kept and the
sanitary conditions good. We find
some necessary repairs needed. Tho
steps to the cellar should be rebuilt,
amd the wall through which the con-
wirts escaped, should bo fixed at once
and secured with Iron bars to- pre
vent aeddents In the future. The
4>ara Is In bad- condition and needs
repair. The Jailer needs a woodshed
and we advise building the same. We
find the poor house In need of re
pairs. The fire places, horse stable
and fencing should be fixed as early
'as possible. The well is In bad con
tention and needs curbing to keep out
: surface walor, aa the> inmates have
. to drink .polluted water. We find
i two inmates .and they are well enred
ifor. -JiV'V .
Books are Comet.
Second. The Committee on Bboks
find tbe books of the Tax Assessor
correctly and neatly kept. The
books on special taxes for 1900 are
kept aa the law requires. The books
of Justices Mitchell and Bibb were
{found correct and proper entries
made.. We find decided 'discrepan
cies In tho Tax Assessors hooks.
Tax Values too Low.
Values are returned too low In
some of the districts. The average
value of the land Is $4.05 per acre.
No return Is made In turpentine or
timber leasos. Wo recommend that
the receiver exercise special diligence
in securing these valuations tor nn-
■othor year. We find that some of
the agents of non-residonts have
given In property unreasonably low
and advise that the tax assessor see
that all property be given In at
reasonable value.
Road System Commended.
We commend tbe system Inau
gurated by tho County Commisslon-
<era In working public ronds, although
there are many complaints from all
over the county nbout bad reads. We
realise the weather conditons and
think they have dune well under the
circumstances and believe they, and
Lbe men under them, have done
their best under the existing con
ditions. We find that they have
worked 125 or 250 miles of road,
and aak the people to be patient, aa
they have not sufficient funds to
work all the roads in the county In
one 'year. We do urge them to la-
Si ream tbe number of extra road
jg—g» If possible, to give the people
3n <dUfereat auctions immediate
lief. We'recommend that the/moa-
oy arising from the hire of felony
.convicts -bet equally divided for road
wna school purposes-
: Military Aides).
v Wo-were aakad by the officers of
tbe local military company for $200
to aid Uremia equipping an armory
and'recofbmend jhattha commission-
era comply with thair request. We
feel the need of a mllltar/ company
at this time.
Auditing Committee.
We have appointed a committee
consisting of three, J. E. Roslson,
R. J. Miller and R. R. Chastain to
meet some time after the adjourn
ment of this body, and hlre^an as
sistant if necessarjr, to examine the
Important hooka of the county apd
report any discrepancies or mistakes
and report the same to the Grand
Jury at the Spring term, and we
think thpjr should be paid $3.00 per
dlem’And their assistant Should be
paid not over $5.00, a We think the
Alabama ayatem* of having state
auditors to examine the books in all
the counties a good one and call the
attention-‘Of 6ur representatives to
this fact and their consideration.
Clock and Electric lights.
We recommend that'the cOmmls-
oaera buy m big clock tor the tower
In'the court house-and that thay put
electric lights in the building.. ,We
reedmmend that the Jurors and bail
iffs be paid two dollars per day.

LETTER TO HENRY ARNOLD.
Thotaasvllle. ,Oa., >
Dear Sir: Hero's a tale with a
point to It. Florida is the hardest
stnto In the union for paint.
Gilmore ft Davis Co.. Tallahassee,
Florida, think they know what
pnlqt efin do In their climato; they
have been painting for 35 years;
and they say Devoo wears ten years
—their words are: "Building we
painted Devoe 10 years ago are In
good condition of paint today.”
They nlsrf uy lead and oil wears
only one year there: Devoe 10 years.
Ten years ts a long life time for
paint in Florida; longer than ten In
Maine. We don't dare say that et-
thor Is true as- a general fact In
those statea; but there are such In-
stancea.
- If we should call the coat of De
voe in Florida half of the usual cost
of paint. It would be too much; we
suppose Its -bout one-third; there
la so much trash there—the coetll
eat paint rg the *o{*t, jtnd tt* worst
Id the costliest everywhere. < wt /
Yours truly.
