The reorganization of the Thom-
asjllle Guards has received a deci
ded Impetus by the action of the
grand Jury lu recommending that
an appropriation of $200 be made by
the county commissioners. The mat
ter of an additional appropriation
from the city authorities will be ta
ken up at the meeting of council to-
mprrow night. A strong petition
will bp presented, and It Is probable
that the city fathers will give it fav
orable consideration.
' Any money that may bo obtained
will be used for fitting up a new ar
mory. The location will probably bo
changed from its present pl^ce at
the corner of Jackson and Broad.
Several cites are under consideration
among them the Neel Block on Mad
ison street. The plans would In
clude new lockers, baths, reading
room, and other things to make the
quarters pleasant and attractive to
the soldier boys. f
The work of reorganization ot the
company will bo pushed this wreck.
Among those who are taking part In
It are Col. Wylly, Capt. Strong, Cnpt.
Cooper, Lieut. MacIntyre, who Is
now In charge of the company, and
Capt. Jarrell. Others who will as
sist are former Capt Jan. H. Brown
and Messrs. Lester Cone and R. H.
Timmons. Second Lieut. Milner
Smith has moved from the state, and
■a new corps of officers will be chosen
to fill the vacancies. A number of
the young men of the city have
agreed ’to enlist, and too business
men hxvo agreed To give moral sup
port and backing to the company.
Col. Wylly and Lieut. MacIntyre
talked with Hon. Hoke Smith while
he vws here, and found him to he In
favor of a strong military organi
zation all over , the state. He stated
that he expected to rely on the mil
itary to a greater extent perhaps,
than any of his predecessors,

“Paul Otlet, of Brussels, the rec
ognized authority In matters bibli
ographic, estimates that fro mthe In
vention of printing down to the'be
ginning of the Tweutleth century,
there has been printed 12,163,000
books. Of this number Thomas Jef
ferson did not write a single book:
and yet Jefferson Is more quoted,
and strangely enough, less read than
any man of whom history, or biog
raphy, gives any account.
Mr. Jefferson has the world over
been charged with inconsistency,
and the charge Is true, because Mr,
Jefferson maye be quoted, and cor
rectly quoted on each side of pretty
nearly all questions of Importance.
This was true because he didn’t write
books and never made a speech lu
his life; and because his letters fur
nished the world with a window to
his soul, and to his mind, which was
opened to their Inspection dally.
There may be In the dally fluctu
ations of bis mind, and his soul,
millions of touB of Inconsistencies,
and yet. spread out before the world,
boldly written upon the bulletin
board of Immorality, are two.-little
assertions In the Declaration of In
dependence that humanity seizes up
on, and treasures, as something
above price . One of these Is that
all Just government derives Its pow
ers from the consent of-the governed
nnd the other is the corollary to It,
that government Is established for
the protection ot life, liberty and the
pursuit of happiness, and whenever
it becomes destructive ot these ends,
It Is tho right of the people to abol
ish It, and to establish new govern
ment upon such foundation, and in
such form, as will Insure these bles
slugs of Uborty. The declaration of
these two doctrines accounts for the
persistence of Jefferson.
Today, they are the two tMpehta
that rock the mlghljr Russfaa Em
pire almost to Its Endelng# TOese
are the two thoughts that, tbdoy,
are shaking the e&rffe with a new
Baptism ot Democracy. These are
the thoughts that are tlie shibboleth
of that mighty knighthood, whose
purpose Is the undoing of human
wrong."

Man.
The case of James B. Mitchell
against the Atlantic Coast Line hall
way was settled by agreement and

$1,000 as a result ot the compromise.
His suit was for damages due for

that time.
When court was called at 8:30
/esterday morning there was a Large
:rowd on hand, expecting to hear
card fought legal battle. Snodgrass/,
Bennett and Denmark were repre
senting the Coast Line, and Fondren-
Mltchell and Hoke Smith were Mr.
Mitchell's counsel. The principal
Interest centered around Georgia’s ;
governor-elect, and the crowd, while:
disappointed at not hearing bla- ex
pected scoring ot the corporation,
were quick to congratulate Mr. Mit
chell at the satisfactory ending to the
case.
As soon ns the news of the com
promise was announced. Judge Mit
chell, who was disqualified in this-
case, resumed the bench, and dis
missed the Jurors, declaring the-
