Washington, Dec. 8.—In his an*
nusl report Sec. Tatt devotes con
siderable space to a defense and ex
planation of the course of the War
Department in connection with the
discharge without honor from the
military service of the battalion of
the Twenty-fifth infantry, which
waB stationed at Brownsville, Teyas,
last summer.
The Secretary details the events
of the fight of August 13, Involving
the "shooting up of a town," of
Brownsville by anywhere from nine
to twenty members of the battalion.
He Is very severe In his condemna
tion of the noncommissioned ofllcers
of the battalion for falling to dis
cover and report the perpetrators of
the outrage and of the enlisted men
of the battalion for maintaining si
lence, when, as he says, they must
have hnown the guilty parties and
connived at the crime. He Insists
that no obligation of comradeship
should prevent the men from telling
the truth, but indicates that 1 such of
the men as are guiltless may be re-
enlisted. • •; )
