Congress Passes Bill Granting $4,0CD,-

Washington. Dec*. 1G.—The house
has passed the senate bill foi a union
railroad station in this city to cost
$4.i>00.000. The station is to be sit
uated north of the present site of the
Baltiinore and Ohio depot at Delaware
,apd Massachusetts avenues, and in
front of It is to be a large pUza paik.
Thu Pennsylvania railroad, by the
terms of the bill, is to remove its
tracks from the Mall aud reach the
site of the propose 1 station through
a tunnel to run between the capitol
and binary buildings. The govern
inent is to pay the Pennsylvania rail
load $1,500,000 and the Baltimore ami
Ohio $500,000 in addition to providing
tor the plaza park.
The house also passed an urgent
deficiency bill, which rank d among
other item*; an appropriation of $">>»<»,
000 for eradicating the loot ami mouth
disease in New England.

Caracas, Dec. Hi - -The Italian min
later ltivaras only handed to the Ven
ezuelan government certain demands
which were not in form of an ulti
malum, and which did not specify any
limit of time for an answer. His
note simply asked for payment oi
sums due to Italy and in case of pay
ment being made to other countries f *
a»ked for the same treatment.
The gove#nuK*nt answered today in
the negative to the note of Minister
Rivaras, saying that tribunals exist
in Venezuela to Judge any claims aris-
ing from the revolutions.
The correspondent rolled today at
the Italian legation and saw Minister
Rlvara ami his wife and two daugh
ters with regard to the report that
they had embarked on the Giovanni
Bausan. They laugh***!. and said:
“We have never left the city of Ca
racas and milch less embarked on the
Italian cruiser at LaOuaira.”

Coal Barges Sunk.
Cincinnati. Dee. 16.—The rise in tho
Ohio river here In the 24 hours end
ing at 8 a. in today was 12 feet. Th

barge® from their moorings, and most
of them sunk. All the harbor l*oat
went in pursuit, but only about 3
barges were recovered. Several men
were on the floating barges, and on**

Mies Stapleton, who was over th*
