FOR THE UNION MOVEMENT HAS BEEN FOR GOOD ALWAYS.
HERE AND THERE IT HAS DESTROYED THE INDIVIDUAL IN HIS
MARKED CAPACITIES ABOVE OTHER MEN. BUT IN THE EQUILIB
RIUM ESTABLISHED BY UNION FORCES THE BEST INTERESTS OF
THE GREATEST NUMBER HAVE BEEN CONSERVED.
Therefore I believe that anything which will work to the fuller
recognition cf the union principle on the part of the capital of the
country will he of far more significance than will the mere patching
up of a forced agreement for a fixed period. Ju.-t as the union is
recognized, just to that extent it is forced into responsibilities
which it could not shirk if it would. 1 lie time may come when it
he advisable to incorporate unions, but it is not yet here. It is em

tors. “After this date motormen, ex
cept to avoid accidents, will not stop
between crossings on heavy np grades
nor on curves except at the far end.
The heavy grades to which this rule
will particularly apply are : Broad st
between Jzrkson and College. Hancock
between Hull and Lumpkin, Thomas
st.. betwecu Broad and Clayton, Hoyt
st., between Jackson and College, Jack-
won st . between Strong and Hancock
and Bou’evard on grades east and we«t
of Park ave.”
