It is inconceivable that modern civilization oould at heart be soi' an-
doned as to harbor people who would be guilty of this savagery. It>hows
that, although the empire of all the Russias is powerful and promrons,
there are regions within where ignorance and brutality hold hellishsway.
Possibly this is the rosnlt of long years of tyranny. People who hav been
the victims of misrule for centuries become themselves imbruited. Tis con
dition takes the form of intolerance and personal malignity. The landff Tol

but this new theory—it may, after all,
