purpose of the convention was to dis

gates to show up. Various reasons
for the lack of attendance were ad

New Orleans, eb. 3.—New Orleans'
answer to the world, in losing the
Panama exposition. Is that she will
send the first American built, Amerl-
an owned, American manned ship of
the rehabilitated American Merchant
Marine through the Panama canal
and will demand that right of the Uni
ted States congress. This was the
substance of a ringing resolution
adopted by tbe New Orleans Progres
sive Union, the big commercial or
ganization of the city, the moment
the news was flashed from Washing
ton that New Orleans had lost and
San Francisco had won. It radiated
optimism and is on example of the
buoyant courage of a people who
know how to lose and who. In ac
cepting defeat, spring forward with
greater vigor and aggressive deter
mination to let nothing quench tbe
ardor of their enthusiasm or the faith
in their destiny as the Gulf gateway
which, only 1300 miles distant, will
dominate the Panama canal, even
though the exposition is held In a city
3300 miles away from the great chan
nel dug by Uncle Sam.
