Brand of the Western circuit appeared in the recent great "Georgia Compendium” of the Constitu tion, a special feature edition gotten out by the great Southern daily: The western circuit over which. Judges Charles H. Brand presides and over which he has presided for near ly seven years is composed of the counties of Clarke, Jackson, Walton, Gwinnett, Banks and Oconee. It is one of the largest in population ot the country circuits in Georgia. Out side of much business in the courts, the chambers, work of his circuit is very heavy and constant, and yet he keeps right square up with both. His record while on the bench has estab lished three things, at least, which is the common talk of everybody. First. His perfect fairness and ab solute impartality to all litigants, es pecially in criminal cases. No pris oner or any attorney has ever been beard to complain at the judge’s charges or rulings on the evidence. Though a solicitor general for eight years, prosecuting criminals with re lentless vigor, yet as a judge in his charges he often gives defendants the benefits of rules of law, which tne facts of the case do not always de mand, in the prisoner’s favor. But if a conviction results, it sticks so far 'as the judge is concerned. At the same time he is considerate and merciful in the fines he imposes, es pecially with the poor. He has never granted a new trial in a criminal case except by consent in one or two in stances, and yet in criminal cases he has been reversed by the supreme court only once and by the court of appeals only once, in both of which cases the defendants were retired, convicted and affirmances had In said courts. On the civil side of the court bis record of affirmances in the su preme court and the court appeals is unexcelled perhaps by few judges, any, in the state. The records show that he is rarely reversed, perhaps less than any judge in the state. Second. His capacity and ability or tact to dispatch business. It is said he works more hours during a day and disposes of more business than any other judge in Georgia. Third. The consideration he shows to grand and traverse jurors and all parties who have to attend his courts. He is remarkably popular with the people of his circuit. While he has had opposition in both of his races before the people, yet in each case be carried every county in his cir cuit and every militia district but one in both races, defeating his opponents between 11,000 and 12,000 votes. He was the first judge in Georgia to inaugurate war against the gun man, or the professional pistol toter. He stands for the enforQement of the present prohibition law. In his charges to the grand juries he takes the position that it can be enforced in any county or community if the people want it enforced, and in his circuit it is being enforced as much as any other criminal law, as a rule. He succeeded his father at the lat ter’s death in February as president of the Brand Banking Company at Lawrenceville, Ga., one of the strong est and wealthiest country banks in the state, and when he left Lawrence ville in 1902 and located in Athens he was one of the largest individual tax payers in Gwinnett connty. Judge Brand was able to be out yesterday morning—though still quite weak and feeling the effects of his recent attack of acute appendicitis. He went to his offices in the early morning and later went to the court house where he drew the grand jury and the traverse juries for the April term of the superior court, 1913. Grand Jurors Drawn.
