board of trade is helping the high
school to train boys for citizenship
is told in a bulletin just issued by
the United States bureau of educa
tion.
The school authorities established
a course for high-sehool seniors in
government and economics, and put
it under the direction of the secretary
of the Winston-Salem board of trade.
The course is a foundation course in
the principles of economics and gov
ernment, but with special reference
to the industrial, commercial, and
agricultural problems of the United
States, particularly the southern
states.
Next a "Juvenile Club" was organ
ized among the boys, in connection
with the board of trade, the purpose
being to have the boys check up their
theoretical knowledge gained
school with the practical, everyday
problems of industrial center, such as
Winston-Salem Is. Boys in the club
were granted all the privileges of reg
ular board of trade members, except
voting. They were allowed to take
part in debate and were assigned to
committee work. Before entering
the club they took the "Athenian
oath,” whereby they promised allegi
ance to the highest ideals of civic
righteousness for their city.
One of the first tasks assigned the
boys was to assist in' the industrial
survey of Winston-Salem which the
board of trade is making. Students
who had been specializing in the eco
nomies and government edpartment
of the high schools were chosen for
this work. In this way they are ge’
ting a first-hand knowledge of o:
ganized industrial efforts in its rela
tion to the welafre of the commu
nity.
“The Winston-Salem plan,'' says
LeRoy Hodges., secretary of the
board of trade, "trains the boys of
the city directly for cltzenship; firs'
in the high school, where they are
taught the principles of civil govern
ment and instructed in the theories
and basic problems governing our
economic order; second, in the juv
hile club, where they have the means
of being identified with the real work
of municipal development, and take
part in actual social and industrial
investigations. An opportunity Is
thus provided for the boys to study
at close range the varied industries
of the city under competent direction
and in an official capacity.
"In brief, the plan contemplates
first, teaching the boys how to live
and, second, equipping them with an
education whereby they can make
living, which, in the end, is the real
secret of practical training for in
telligent citizenship.”

Elberton, Ga., Sept. 20.—The tax
assessors’ hooks show a decrease of
$15,362 of the values of city of Elber
ton property from what they were in
1012. Among the white tax payers
there are decreases in real estate,
merehanid.se, automobiles, jewelry,
. and under the heading of "all
other property," and increases in
money, notes and accounts, vehicles,
live stock, household and kitchen fur
niture, the total making a decrease
n white taxable values. The taxable
allies of negro property shows an
increase, all in personal property.
The total taxable property of Elber
ton this year amounts to $2,937,127.
The corporations (which are assessed
by the comptroller general) are not
included in these figures. Last year
they paid city tax on $81,045. if the
amount remains the same this year
the total taxable values of the city
for 1913 will he $3,018,172.

A new plan of self-government has
been inaugurated at the State Normal
School whiahi bids fair to work won
ders in developing the idea of proper
self-government in schools in general
—and as most of the students at -the
S. N. 6. are teachers and prospective
teachers, the lessons of a self-gov
erning system, an honor system, a
monitorial system, will be of great
benefit to the young ladies and men
when they get out and confront the
problems of inaugurating government
plans in -their own schools.
There was a report on the streets
yesterday morning to the effect that
the students are not allowed -to leave
the campus on any conditions. Presi
dent Pound stated last night that this
impression is in error. The girls go
on errands of their own, shopping or
on other missions, under proper re
strictions, and the only change ef
fective is that under the monitorial
system one of the group—they are to
leave in groups, for several good rea
sons—must assume the responsibility
of -the company. This monitor is se
lected by the students.
Every room at the State Normal
and almost every available, securable
room in the Immediate neighborhood
has been filled. The attendance is
well over last year's-several extra
places ibaving been found to accom
modate the increased numbers. More
than 110 counties of the 148 in Geor
gia are represented in the registra
tion.

Two More New
Banks Organized
That times are better is indicated
by several .things—that the demand
for better business facilities is upon
the State, is apparent. Two new
banks are already organized for this
immediate section of the state.
Tignall's Second.
Tignall is to have .a second bank.
Mr. John J. Wilkinson, promoter
of the new enterprise, ihas given no-
liee that the Capitol stock of the fi
nancial institution tuis been fully sub
scribed by more t.!:an 100 friends and
business men throughout Wilkes, El
bert and Lincoln counties.
A meeting of the subscribers lias
been called for September 23rd, at
the depot of tile Elberton & Eastern
Railroad at Tignall. The object of
which meeting will be- to select a
name, place of business, make appli
cation for charter, and determine
whether the new institution Is to op
erate under a State or national char
ier.
One for Air Line.
A hank is in progress of organiza
tion at Air Line, near I.avonia. A
new brick building fhas been construct
ed and a great deal of the supplies
have been purchased. It is not known
what the capital stock will be nor
when ft will open for business. Mr.
C. I'. Ray, of laivonia, is one of the
promoters. The hank will no doubt
open for business just as soon as the
preliminaries can he gone through
with.

Hix is exhibiting Kentucky Wonder
