FORMAL HOSPITAL ELECTION
CALL; THE LIST OF MANAGERS
Whereas, under the terms and pro
visions of an Act of the General As-
sembly of the State of Georgia, ap
proved August 16th, 1909, amending
the charter of the city of Athens, the
Mayor and Council of the city ot
Athens was authorized to establish
and maintain a hospital or sanitarium
in or near the city of Athens, and was’
given other like powers; and
Whereas, it was provided in said
Act that the Mayor and Council
should appropriate no money what
ever for establishing or maintaing
said hospital or sanitarium without
first submitting the question to a
vote of the qualified voters of the
city of Athens at an election to be
held for such purpose;
Now Therefore, be it resolved by
the Mayor and Council of the city of
Athens -.hat an election shall be held
on Dec-amber 1st, 1915, for the pur
pose of submitting to the qualified
voters of the city of Athens the ques
tion of whether or not the Mayor and
Council shall have the authority to
appropriate money for establishing or
maintaining a hospital or sanitarium
or hospital and sanitarium in or near
the city of Athens, in accordance with
the provisions of the Act of the Gen
eral Assembly above referred to.
Be it further resolved that the bal
lots used at said election shall have
written or printed on them the words
"For appropriation for hospital’’ and
"Against appropriation for hospital,”
and those desiring to vote in favor of
authorizing and empowering the
Mayor and Council of the city of Ath
ens to appropriate from time to time
such money as may be necessary to
establish and maintain or to establish
or maintain a hospital or sanitarium
or both shal strike the words
“Against appropriation for hospital,”
and those desiring tc vite against
conferring upon the Major and Coun
cil such authority shall strike the
words “For appropriation for hospi
tal.”
Be it further resolved that if a
majority of the qualified voters of
the city of Athens whose names ap
pear on the registration list and who
were entitled to vote at the last reg
ular election held in said city, to-wit:
The general election for Aldermen
held cn the first Wednesday in De
cember, 1914, shall vote in favor of
appropriation for a hospital, then the
said Mayor and Council of the city of
Athens shall be authorized to appro
priate money from time to time for
the purpose above described, but if
the majority of such qualified voters
shall fail to vot^ in favor of such
appropriation, then the Mayor and
Council of the city of Athens shall
not have or possess the power or
authority to make such apropriations.
Be it further resolved that the said
election shall be held at the follow
ing places in each of the four wards
of the city of Athens:
In the First Ward: Escoe’s stables
on Clayton street.
In the Second Ward: The Police
Court room in the City Hall.
In (he Third Ward: Weatherly’s
stables on Broad street. .
In the Fourth Ward: The brick
store at the corner of Prince avenue
and Newton street, occupied by
Thomas’ upholstery shop.
Be it further resolved that the fol
lowing named free-holders, who are
citizens of the city of Athens, be and
they are hereby appointed managers
of said election for the respective
wards:
First Ward: Upson Harper, T. R.
Crawford and G. W. Crawford.
Second Ward: George Collins, E.
D. Sledge and Aaron Cohen.
Third Ward: J. H. Dorsey, A. P.
Dealing, and Jack F. Jackson.
Fourth Ward: W. J. Peeples, Louis
Camak, and E. C. McEvoy.
Be it further resolved that in the
event.any of said persons sahll fail
or decline to act as managers, then
the Mayor of the city of Athens is
authorized to appoint others in their
stead.
Be it further resolved that the said
election shall be held in accordance
with the provisions of the charter of
the city of Athens regulating munici
pal elections, and shall be conduct
ed in like manner, and returns of the
same shall be made to the Mayor
and Council of the city of Athens,
who shall consolidate them and de
clare the result as soon as practica
ble after the election is held, in ac
cordance with the charter and or
dinances of said city.
Be it further resolved that the polls
of said election shall be opened at 9
o’clock in the forenoon and closed at
4 o’clock in the afternoon.
Be it further resolved that the
Clerk of Council be and he is hereby
authorized and instructed to give at
least ten days notice of the said elec
tion and the time and place thereof
by advertising the same in the Athens
Daily Banner, and In the Athens
Herald.

hereby certify that the above and
foregoing is a true and correct copy
of a resolution adopted by the Mayor
and Council of the city of Athens on
the 19th day of November, 1915, and
the same is hereby published in pur
suance of the provisions of said reso
lution as a notice to the qualified
voters of the city of Athens of said
election and of the time and place of
said election, to be held on the first
day of December, 1915, as provided
in said resolution.

News Items From the College on Lump
kin Hill
Dr. W. M. Burson of the Georgia
State College of Agriculture, has re
turned from Chattanooga, Tenn.,
where he took part in the program
of the veterinarians’ association meet
ing of that state. Dr. Burson was
elected an honorary member of the
organization.
The cars of live stock and home
grown foodstuffs which are to start
out Monday to tour the state, are be
ing pul in readiness at the College of
Agriculture. The livestock is to be
taken from among the purebred ani
mals of the college farm. A list of
speakers has been arranged, some of
whom will be heard at each stopping
place made by the exhibits. Litera
ture has been printed which will be
distributed from the car. Placards
have been sent out to stopipng places
in advance of the dates set for the
showings. In this campaign the Col
lege of Agriculture, the United States
Department of Agriculture and the
railroads are co-operating. About 200
Btops are to be made during the 100
days the campaign will be on and all
parts of the state will be reached.
The annual announcement of the
short courses tor farmers at the Col
lege of Agriculture Is being issued.
This year the mature farmers only
will attend the short courses given
at the first of the year, the short
courses for boys and girls who have
won scholarships in club work, will
be given in the summer. Special
railroad rates will doubtless he In
effect for the short course and the
farmers’ conferences which are to fol
low.
