The children are bringing their pen
nies and nickels and rolling -up the re
quired sums to make their schools
entitled to an auxiliary charter. Some
of the little ones are bringing one
penny or two pennies a day—to get
their quarters paid thus by the install
ment plan.

There are some, of course, who
“fuelless, Monday" order which re
sulted in the dosing down Monday of
thousands of Georgia factories oper
ated by hydro-electric power, the
stopping of business in tens of thous
and* of cigar stores, soda fountains,
general stores and other business
houses, was shown Wednesday to be
unwarranted by any authority from
the federal administration..
An official statement from the fed
eral fuel administration’s offices says
the Garfield order waa purely and
wholly a fuel-saving measure, not de
signed to interfere with business in
any way. It sayg the fuel adminis
tration has no authority whatever
cannot bring a quarter-and the other , over ^dro-dectrio operation, and
children of the schools are making
special efforts to raise the amounts of
their own subscriptions to a pay for
the ones who cannot get the necessary
change.
For one school yesterday a friend,
Interested In the children and touched
by their Interest and enthusiasm, sent
a contribution in cash to pay the
-“dues” for a dozen or more of the
children unable to pay. If several
others will do that the entire school
population of Athens will become
members of the junior Red Croee
army by the end of the week.

was forecast Tuesday in The
gian, in a special dispatch from its
Washington correspondent. It
not until later in the day, however,
that a stream of protests against the
Hardman order, reaching Washing
ton. brought forth the following offi
cial ruling from the fuel administra
tion offices:
Water Power Mills May Run.
Hydro-electric power Is not cover
ed by the order. Plants not other
wise exempted, using this power, may
operate, if they wtah^but they are
permitted to burn only such fuel as
Is necessary to produoe heat suffi
cient to prevent damage from freez
ing or serious Injury to-prodnet
While the fuel administration haa
no authority to prevent the use of
hydroelectric power, It urges all
manufacturers using this power to
conform, as a matter of patriotism,
as closely as possible to the rulings
covering power derived from fuel. It
Is entirely optional with snch com
panies as to whether they operate on
Monday's or not.
State or local administrators have
no Jurisdiction over industries so op
erated.
Stores not using fuel may remain
open Mondays, and so may theaters
on Tneadaya.
It is a common-sense fuel conserva
tion order, and not intended to in
terfere with business or Industry -ex
cept as serves the - purpose to sava
fuel.
The federal fuel administrator
states that he has no jurisdiction
over any business except in the con
servation of fuel as per order. Any
business houses on Mondays and any
theaters on Tuesdays, whloh do not
use fuel in their operation may re
main open.
No Penalties Likely.
This is the interpretation of the
order, recent events indicate, which
was made by Hooper Alexander,
United States district ' attorney,
though Mr. Alexander carefully re
trained from voicing even a quasi-
officlal opinion which might raise an
issue between him and Dr. Hardman-
it to reported, however, that those
hydro-electrlo users- who called upon
the district attorney'for advice were
gtven a hint that’if'they went ahead
and operated their plants last Mon
day it was unlikely'any penalty would
be Inflicted. Inasmuch as the matter
of prosecutions lies entirely with Mr.
Alexander, this was accepted as- ad
vice worth following, and a number
of plants did operate despite the
Hardman ■ order.
