“Where wholesalers are in doubt on
flour orders placed by retail mer
chants who have in stock an umple
amount oit the substitute cereals de
signated by the United States Food
faring for sale at the time, a quantity
of, the off-set cereals designated
equal the amount of flour specified in
his order and on band at his place of
business, if any, at the time the order
is made. *
“The retailer, however, will be ex-
pected to see to it that the flow of
flour and substitute cereals through
his place of business to the consumer
is kept on the even 50-50 basis requir
ed by the Food Administration, during
the current. period of his order, and
that the- off-set cereals In stock at the

ping problem tonight. • At a confer
ence with Chalrmaq Hurley, of the
shipping board, he went into the

of the question was discussed.
The president is particularly-inter
ested In the proposal to obtain ad
ditional ships by reducing imports,
probably- half. Full realisation of the
extent to which American troops
movement to France depends on ton

ernment but to the allies as well, and
it was indicated today as one of the
chief topics at the recent session of
he supreme war court was that of
finding ships for that purpose.
A big American army is substan
tially rea'dy to go, but before it is
sent the war department wants to
be assured that it can be supplied
with ships available to transport the
men.
_ Another problem is that of keep
ing them furnished with materials
with which to fight. A million men
on the fighting front will require, ac
cording to the best estimates avail
able, four to seven million tofts of
shipping in continuous service across
the Atlantic. .The United States can
lay hands on about four million now,
and expects to build during the year
yesterday afternoon at 4:20 o'clock,
niter an illness of only .a few days.

the dtath of J. T. Maxwell, age 14,
at the home of his father, 297 Broad
street. He had been ill for several
months. He was the son of Mr. and
Mrs. L. L. Maxwell. The funeral will
be conducted Thursday by Dr. 8. R.
Belk, at an hour to be announced la
ter, and the burial will be in Oconee
cemetery. Flowers may be sent in
care of Bernstein Brothers.
