tion to attend the Genoa confer
ence, anti the absence of official ex
pressions on the news was ex
plained by the fact that Chancellor
Wirth and Foreign Minister Rath-
enau were compelled tosdevote most
of Thursday to an interparty con
ference at which the tntf of th'*
government’s taxation program
was definitely decided.
The chancellor and foreign min
ister were in conference until a
late hour with leaders of the coali
tion and German people's party in
an effort to assure safe parliamen
tary majorities for 14 tax laws and
for a compulsory loan of one billion
gold marks. The agreement which
was finally reached assures the
Wirth government of unobstructed
support when the long overdue tax
nnd financial programs come up in
tho rcichstng for ratification.
The text of Secretary Hughes'
note to Italy reached Berlin after
the evening papers were off the
presses, the editorial comment
being based on only a brief bulle
tin announcing America’s refusal
to attend. The bourse was not af
fected by tho news, the mark show
ing only a slight rally.

| definite arrangement. It is still
J unknown whether he intends to be

of the threatened lockout in the
engineering and shipbuilding
trades, it is thought likely the
' evil genius which prevented hts
j attending the Washington confer-
| cnee will again upset his arrange-
, ments. The successor to Sccre-
' tary Montagu must be appointed
soon, in view of the dangerous
situation in India, but the post is
difficult to fill. The opinion in
the lobbies overnight was that
Winston Spencer Churchill, who
was first mentioned as likely to
be appointed, is too intimately
concerned in the Irish settlement
to allow his removal from his
present office as secretary for the
colonies. *
Talk is mostly centered about
the Duke of Devonshire, former
governor general of Canada, al
though other names are mention
ed. The Duke is a conservative,
nnd should he be chosen, it would
make the third replacement of a
liberal minister by a conservative
within ten days. This would give
the cabinet an emphatically con
servative complexion, which would
become still more pronounced if
the rank and file of that party
brings nbout the retirement of 'H.
A. L. Fisher, minister of educa
tion, and the appointment of a
conservative in his place for which
there is now some agitation.

INDIANAPOLIS.—Hope of a tt£-
tionwide *oal strike being averted
by the governent’s appeal for th*
operators and miners mating In A
wage conference seemed to have
vanished Friday among official# of
the United Mine Workers of Amer
ica on nccount of the continued-re
fusal of some operators to meet
with the miners to. negotiate an in
terstate wage agreement.
Union officials, however, refrain
ed from any announcement on their
future plans, but it was indicated
that the policy committee might be t-
called into session before April 1
to deal with all questions relating
to the prospective strike. The per
sonnel of the committee is * Vir
tually completed by various union
districts authorizing their officers
to become members of t)\c commit
tee. In addition, the committee in
cludes the International officials
and-the members of the" executive
board, which now Is in session here.
The union officials were opti
mistic that public opinion would
be with them in the controversy
with the mine owners and were
hopeful that operator's refusal of
the government appeal would be
accepted as a defiant attitude on
tho part of the operators.
The insurgent movement of Ill
inois miners’ officials, is not yet
viewed with alarm by the union of
ficials here for they continued to
make the positive assertion that no
Mngle state wage agreement would
be made.by any district. Yet It
was expected that when tho policy
committee is called into session
that this question will bo brought
up for early decision. Frank Far
rington. the Illinois president, and
eight other Illinois men are mem
bers of the committee and his
statements favoring the single state
proposal were regarded as fore
casting a fight in the committee.
President Lewis nnd other union
forces, opposing the single state
agreement, however, were confident
that they had a majority within the
committee.
