of the Corporation.
10. It shall ibe the duty of the
Board of Director^, the Executive
Committee and the officers of said
association to preserve unimpaired
at all times the full par value of
the capital stock of the association
and to see that no part of the cap
ital stock, to the full extent of the
par thereof, shall ever be used in
any way except in the acquisition
of loans, to be secured by first
mortgages or deeds conveying
Improved real estate, or by pledge
of its own •stock, and /or in the
acquisition of bonds of the United
States, the State of Georgia, or of
governmental subdivisions thereof
having the power of taxation and
assessment, and/or in the making
of such other investments, or in
the acquisition of such other se
curities as may be approved or
authorized by any authority of the
State of Georgia having jurisdic
tion and supervision over local
and mutual building and loan as
sociations; provided that nothing
herein contained shall be constru
ed so as to prohibit and prevent
the association from becoming th«
purchaser of property standing
as security for any loan whenever
the Board of Directors or Execu
tive-Committee may deem it wise
or expedient so to do, and provided
further that nothing herein con
tained shall prohibit or prevent
the association from placing at in

bank or trust companies of recog
nized standing and responsibility,
instead of on open deposit, any
funds which the association may
have on hand and for which it may
be unable to “find investments
deemed to be satisfactory.
11. No loans secured by real es
tate are to be made by said asso
ciation to persons who are not

pose of the provision in this re
gard to assure the operation of
said corporation ae a mutual build
ing and loan association.
12. Petitioners desire that said
rporation shall have the right lo
ake loans to its members secured
by mortgagas or deed to real es
tate, and/or by the pledge of hy
pothecation of skates of lta own
capital stock; to elect such offi
cers as may be deemed advisable
for the conduct of its affairs; to

a common seal; to own, hold and

he suitable to its corporate pur
poses or as may be acquired by it

13. The corporation shall be
controlled by not less than seven,
nor more than thirty-one direc
tors, elected by the holders of the >
running shares, for a period not
to exceed five years. The number
of directors shall not be increased
after organization, except upon a
majority of the existing directors
and all directors shall be else ted
at the annual meeting of share
holders, except that th? Board of
Directors may elect a director, to
fill an unexpired term and in case
of an increase in the number of
directors they may elect the new
director for his first term.
14. The directors, shall at least
twice a year, after payment of alt
expenses of the corporation and
interest accrued, set aside a rea
sonable surplus fund and/or undi
vided profits fund and/or reserve
fund and declare and pay out all
of the remainder of the earnings

Secretary of War Dwight F. Davis' Lil
has begun a scheduled tour of
Pacific coast army air fields, with
survey of March field here.
Accompanied bv Lieutenant
Lester Maitland, pilot of a flight
from Oakland to Hawaii last year,
and Congressman Phil Swing, the
secretary made a brief tour tour
of the army air post yesterday,
noting particularly the progress of
a $5,000,000 rebuilding project.
