Music Makes
Better Neighbors
Teachers Hear
CHIQAGO, Il.—(UP)— Music
is helping to make better neigh
bors and better citizens of New
York’s polyglot population and if
it can do that in New York it can
do it anywhere in America, de
clared Mrs. Frances McElwee Mec-
Farland pf New York City, in an
address here today before the
Music Supervisors National Con
ference.
Describing the results of an
exhaustive study of music in the
settlements of New York City,
conducted jointed by the Welfare
Council of New York City and the
Music Division of the National
‘Federation of Settleents of which
she is director, Mrs. McFarland
said: “The recent study of music
in 38 settlements made by the
Welfare Council of New York
City in cooperation with the Mu
sic Division of the National Fed
eration of Settleents — showed
that the settlement music schools
are providing a first class music
education to thousands of children
and young people in the crowded
districts at a price within their
means, ‘
| “Some already have bheen
equipped for artistic career, many
for a means of livelihood; and al
for an appreciation of musi¢ and
self expression which would oth
erwise be denied them.
“At the same time it is clear
in the experience of New York’s
settlements that music is bride
ing the gap between children and
parents who have little else in
common; it is making friends of
peoples from all parts of the
'world who, though they have been
living next door to each other.
‘have not éven been neighbors in
‘the real sense of the word; and it
is helping to make bhetter citizens
not only of the rising generation
but of their parents.”
The Welfare Council of New
York, Mrs, McFarland said, found
41 nationalities re v resented
among the pupils of the music
classes in settlements with Jew
ish pupiix predominating and
Italians second.
“There are now more thai 170
settlements in the principal cities
of America which have non-prof
it-making music schools, music |
departments, or organized social
music,” Mrs. McFarland said.
“Eventually every setilement
must have a musie d@partment.l
We in the settlement field look
upen music as a part of life ex- ‘
perience; we are not vrimarilv
searching for exceptional ta]ent.”!
