fourth. annual institute of public
affairs to be held at the Univer
sity of Georgia July 7-16, said to
day that a large number of mem
bers of the Georgia legislature
had agreed to take part in round
table djscussions of state prob
lems.
The general subject for con
sideration at the institute will be
the constituion of Georgia. In its
analysis opportunity will be given
for discussion of a wide range of
matters bearing on governmental
machinery, economic conditions
and social institutions.

By Federal Judge
NEW YORK. —(®)— So-called
Jamaica ginger, alleged cause of
death and vparalysis in various
sections of the country, is an in.
toxicating liguor, Federal Judge
Francis G. Cassey ruled today.
Judge Cassey’s ruling was
made in an appeal in the case of
the government against the
Nomel Products Company, Inc.,
which manufactures a ginger ex
tra containing 81 per cent of al
cohol. The comvany has a wide
distribution of its p-oducts
through the South.
The company had won in com
missioner’s court on a motion »f
quash the indictment on the
ground that the extract was
neither fit for use as beverace
purposes nor designed for the
manufacture of intoxicatirg lia.
