5 The taxpayers of the country have invested large sums in
common property, such as state buildings, courthouses.
schools, and highways, The investment for highways has
* grown in recent years until in many instances it is the largest
item in the list. For example, more than 50 cents out of every
dollar received by. the State of Georgia is spent on highways. .

. The justification for this expenditure is that the highways ;
¢ are for the ordinary use of the eitizen as his right. The use |
‘ . of the highways to transport goods for hire, or to conduet pri
vate business for profit is a privilege for which the user may |
] properly be required to pay. Such payment would reduce the t
tax burden on the average citizen, and public welfare requires
. that this be done. ;
! " Many vehicles are making commercial use of the highways ‘
* ; without adequate tax or rental. In frequent instances over- 7
loads are destroying the roads, which the taxpayers must re
i build and repair. : i
i
‘ : According to data from the U. S, Bureau of Roads, there '!
was in 1923 an accumulating deficit on rural highways of !
! $103,000,000, that is to say, this amount would have to be paid }
i by the taxpayers on bond issues for roads then worn out. Six ‘
; vears later, in 1929, this accumulating deficit had increased 509
percent, to $627,000,000, or at the rate of $87,000,000 a vear. |
The taxpayers of the country, it is estimated therefore, must
: pay nearly a billion dollars for highways worn out before they g
are pair for, and the amount of the deficit is increasing rapidly, ‘f

The regulation, taxation and supervision of transportation
should be considered from the standpoint of public interest, :
and the railroads ask only that this be done—not that any ¥
unfair regulation be imposed upon their competitors. ‘

vance in share prices was a slow
and straggling affair in today's
market, but rails continued to ex
ert an upward pull.
I The persistent improvement in
the rails encouraged some bullish
activity "in other sections of the
list, but the advance showed signs
of tiring, and brokerage quarters
were inclined to feel that extension
of the recovery would require some
distinctly favorable piece of news.
