‘The Chief Executive told con
gress he would make no attempt
to calculate the total savings
that might be expected from his
plan.. He pointed out, however,
that the total appropriations for
the agenceis concerned is approxi
mately $700,000,000.
Difliculties in having his pro'-
posals accepted already have been
foreseen by Mr. Hoover. In his
regular annual message submitted
last Tuesday, he said:
“A host of interested persons in
side and outside the government
. . . will at once protest against
these proposals. These same sort
of activities have prevented reor
ganization of the government for
over a quarter of a century. They
must be disregarded if the task is
to be accomplished.”
The President disclosed that he
has still further consolidations in
mind for the Army and Navy, and
plans to submit more executive
orders in the future,
Consoiidation Pian
As an illustration of his present
plan, here are some of the organ
izations and functions Mr. Hoover
proposes to consolidate under -the
assistant secretary of Commerce
for Merchant Marine:
The United States Shipping
board merchant fleet corporation,
now an independent agency; the
inland waterways corporation of
the War department; the bureau
of lighthouses of the Department
of Commerce; the naval observi
tory of the Navy's bureau of navi
gation; the coast and geodetic
isurvoy; the hydropraghic office of
the bureau of navigation; the sur-
