HOWE RULE FOR IRELAND.
Every good citizen of our great
republic and lover of liberty can but
sympathize with Parnell in his
struggle for self-government and
home rule for Ireland, and bid him
God speed. This demand is recog
nized as the great principle of good
government—“that no nation can
bejustly governed without the con
sent of the governed, who are free
to elect their representatives to make
laws to regulate and govern their
own affairs.” We do not see how
England can refuse to grant this
reasonable request. For centuries
has she made the Irish her serfs,
and exercised over this conquered
country a most arbitrary, and, fora
long time, tyrannical, rule, that
would have broken the spirits of
any other people on earth; but in
the breasts of the gallant sons of
the Emerald Isle has the thirst for
sell government been entailed from
father to son, and from generation
to generation, and is as fresh and
vigorous to-day as when the necks
of these devoted people first felt the
heel of oppression. If justice and
right fail to appeal to the English
heart in behalf ol Ireland, the grati
tude of that great nation should be
touched. In her numerous wars
and conquests, the pride and chiv
alry of the British army was drawn
from her Irish subjects, and there is
not a country over which her proud
flag floats but was purchased by the
life blood of her valliant Irish le
gions. While demanding and often
rebelling tor their rights in time of
peace, when the honor of old Eng
land is at stake, she has not a more
loyal or faithful people under her
rule than the Irish. Hence we as
sert, and the whole civilized world
must confess, that the demand now
made upon Parliament for home
rule in Ireland is just and deserved,
and the English government will
prove itself an ingrate and un
worthy of the love and devotion of
its subjects if it fails to grant this
boon. It is folly to discuss the sub-
jeet of Irish independence, for to
this England never can or will con
sent; but she can give these people
their civil liberty, and permit them
to elect their own Parliament and
make such laws as is best suited to
the country. It is galling and mor
tifying to any brave people to have
foreigners and aliens placed over
them, which oppression and deg
radation our own sunny south has
been made to keenly feel. Hence,
we know how to feel for and sym
pathize with the gallant Irish people
in the peaceful struggle they are
now making for home rule, and the
heart of every true southron goes
out to them. We believe that the
request of Mr. Parnell will be grant
ed, for England cannot refuse un
less she closes her ears to justice,
right and gratitude.

The free school system if inaugu
rated in Athens is going to prove a
hardship upon a certain class of our
best people. Quite a number of
worthy ladies engaged in teaching
will be forced to accept positions
in the public schools or cease their
vocations.—Athens Chronicle.
While our esteemed cotemporary
may be right in the main, his argu
ment will not and should not have
a particle of weight in deciding this
issue. It is impossible to inaugu
rate any move but what will work
hardship on some person or class.
But the true essence of government
is the greatest good to the greatest
number, and so far as free schools
are concerned, it is not one person
in a hundred but will lie benefited
by them. Thtre are probably
dozen ladies in Athens who make a
living by teaching, while we have
a population of S,oco inhabitants to
be directly benefited by free schools.
Now, would it not be ridiculous to
strangle this great movement, that
a few people can make a living.
Why, the adoption of the stock law
by Clarke county worked hardship
on a great many people, ar d yet
Mr. p hinizy sapported it, we think.
The Banner-Watchman did the
same, fully realizing the trouble it
would entail. In taking such an
important step as this, we must not
look to individual cases, but to the
general good. We heartily endorse
the suggestion ot the Chronicle to
employ as many local lady teachers
as possible, and will use our influ
ence to that end. Besides the ben
efit to our population by elevating
the public standard by education, as
a business venture free schools will
richly repay the expense of
their support in building up
the trade and population
of Athens. It will require,
however, a two-thirds vote to issue
bonds necessary to have buildings
erected, and the question is, can we
secure the requisite vote? Not un
less the friends of the enterprise go
to work and shape public opinion.
No time is to be lost. The election
will soon be on us, and few have
registered. There is a determined
and strong opposition in Athens to
public schools, and this fact must
not be overlooked.

There are constantly coming be
fore us instances where some man,
with a large and dependent family,
is arraigned before a court of justice
for crime, sentenced to a long term
in the state's prison, and his helpless
wife and little children thus robbed
of their natural protector and left
dependent upon the cold charity of
the world. This is justice and cru
elty combined, for the laws punish
innocent parties for the oflence of
another. In such cases as this, the
state should return to the culprit's
family the proceeds oi his labor,
that while the law is being vindicat
ed, they need not suffer. Hire out
such convicts at a fair valuation for
their services, and then let every
dollar that they earn go toward the
support of their families. It is not
the intention of our laws to make
crime a matter of gain to the state,
but for the punishment of condemn
ed felons. The wages of crime is
but a small matter to the tax-payers
•of Georgia, but in cases like we
have enumerated it would be a
God-send indeed to some stricken
and impoverished family. There is
not a more pitiable object than to
see some poor woman, surrounded
by a large family of helpless little
children, vainly trying to eke out a
miserable existence while the bread
winner is serving the state in chains
and stripes,the proceeds of his labor
going to swell the hoard in the pub
lic till. Here is an opportunity for
the display of true humanity and
justice, and we trust that some law
will be enacted to right this wrong.
Let us temper justice with mercy,
and not punish a whole family fo
the sins of one.
The Ishmaelite regrets to see its
neighbor, the Chronicle, making the
supposed point that prohibition is a
bad thing because]John E. Bryant
favors it. It makes us sad to see
our venerable neighbor in so sad a
plight as this. Does it oppose
drinking water because Bryant fa
vors it? Does it favor appearing
naked on the street because the old
Skowhegan prefers to wear clothes
in public? It is a wretched busi
ness to worship the devil of license,
simply to avoid the suspicion of
being a fellow-worshippei with
Bryant of the God ot sobriety.—

The Walton News makes a sug
gestion that we heartily endorse,
*viz.: That the criminal docket be
called on the first day of court, and
if a person is not able_ to employ
counsel, that the Judge appoint
some lawyer to defend the culprit
This gives him time to investigate
the case and prepare a defense. It
is a judicial outrage to put a man on
trial fo^his lilt or liberty, and grant
his counsel only a few hours to in
vestigate the cause. It matters not
how able be a lawyer, . he cannot
properlv defend a client without , a
reasonable time to study the merits
of the case. It is the duty of the
state and our courts of justice to
protect evety citizen, it matters not
what be his condition, and give
him every opportunity for vindica
tion. To arraign a m*»n, appoint
counsel and try him in a day, is
' simply equivalent to condemning
him without justice or mercy, for
nine times out of ten such trials re
sult in conviction. It really, seems
that it is only the rich and influen
tial that can get justice in our courts,
while the poor and dependent are
the class to make examples of. We
are opposed to this one sided man
ner of meting out justice, and want
to see every man, when he stands
bcloie the bar of the court, dealt
with exactly alike. The Walton
News’ suggestion is a step. toward
reform and in the right direction-,
and it should be heeded by the
courts.;
