•THE LABOR TROUBLES. for, W. H. Doughty, of Augus ta, who has been spending Speaking of technological schools, if the public schools towards which the vast majority of the colored population seem to be rushing, could i time at Oconee White Sulphur start a practical department for the i, Springs hat written a strong, sensi- training of cooks, house women and ble article to the Augusta Chroni cle, recalling the fact that the great factory strike is still unsettled. His article is warm-hearted aud soundly tuggestiye: Like all emanation* fromxfhat source, it is practically remedial as well as broadly hu. mane. Dr. Doughty declares that tjie Augusta liiwr trouble* have reached § point at which a spirit of resent ment may overrule tue calm judg ment of parties at interest. He ap- neals for the restriction of the orig I al iitue to the exclusion of every- t ting else. .. J. v _ • r,ei the Directors says he, ‘ first accepting whatever has already been agreed upon, invite their oper atives to a conference, tendering again an increase of wa get when the business w : ll warrant, in advance even of a dividend to the stockholder*. Let it be not a mere parleving between foes, but a frank, candid, earnest interview be tween men who, after harmonious relations of over a quarter of a cen tury, find themselves estranged foi the first time. Surely, there mu*’ have been forged in that time * bond of mutual respect, mutual con fidence and mutual interest, strong enough to set aside one disagree ment." Dr. Doughty wants representa tives of each side to meet face tc face—not by board of aihitratioi or through third parties—so tha' concession may be made and ad- ustmeuts realized. Master Workman Meynardie, of Augusta, as-erts that he has order- tor one thousand operatives from Northern mills, aud that he has ad vices of the reception of $20,000 from the Knights of Labor order. Admitting that thi* will be realized, the people do not want to go North at the opening of the winter, and the expected draft, which cannot be tepcated soon, will not last twi week*. The people must *grr« with Dr Doughty that “Time is- pressing; capital and labor are hotl idle; and the season is fast approach ing when the hand of congratula lion over the peace nnJ prosperity of the community it more to be de- aired than that of relief.” \ turses, they would confer a lasting favor on the community. Many of this useful class have stopped work tnd will enter the schools. It is to be hoped that when they gra luate cney will not be too' enlightened to he useful—an experience which many white people have also passed hcough THE CITY OK CHARLESTON. The time has not come to predic' the abandonment of Charleston America is not so rich in cities that she can afford to omit this one fron the map. Carolina ianot so want ing in state pride as to sit by and .re her great aea-cost town surren dered to desuetude and decay. Let us look at the case. Thi beat of authorities hold that the dis placements about Charleston are not volcanic. The flow of colored ioam, the cleaving of marahy land, the continued tremor of the ground are explained by the slipping of the coastal plane above the great ro inclined shelf towards the sea. The heavy upheavals of Tuesday night have not pcrccpitibly dipped tht city into the water. Standing a wrench like this, it ia not likely that Charleston will be in serious dan ger from other local jars. What then ia to hasten her ruin? Let it be remembered that the shock Charleston has just suffered was not as severe or as prolonged as the great upheavals in the Ohio and Mississippi Valley in 1S11. The shaking there continued for a year. Lakes were drained and lakes were formed. Geysers of mud were pro jected into the troubled air and man fled from the neighborhood in terror. Many believed that the up per Mississippi Valley would nev er be the dwelling place of life. Land lay a deserted write and towns for awhile dwindled into , scattered settlements. But the great plain which trembled under volcanic distress in 1811 grew quick ly into the loveliest of the Repub lic. Crops sprang into truitage as if nursed by interior warmth and re freshed by outer fountains. Men crowded the reservation and cities grew into commanding shape. God curaed.labor-deserted, nature-blight ed, the region has risen into a lagd of Goschen, where prosperity has staked off a favored field. Man is not so easily driven from his inheritance. Time brings tran quility and courage follows upon confidence. Lisbon has not sur rendered to the sea, and even the bay of Vesuvius lights commerce from her “crystal peaks.” Charles ton has, with one exception, the finest harbor on the Atlantic coast. Lines of steamships cross her bar for New Yoik and Europe. She has not given up much of her car rying trade of the South. She has capital and enjoys business confi dence. She has a people back of her devoted to the city by tradition and strongly her allies by position, as by association. Her banks and docks and warehouses are intact; her entrance is better guarded than New York againat the inroads of a foreign fee. Disasters that would have riven other places have not broken her apirit or blighted her growth. Charleston will survive. Mark that! But it may be a new Char leston The heavily bordered homes will have to come down. Some of the old timed spirits may depart Her streets will fill witha new people perhaps, and her busi ness bound with a new enterprise. The most serious blow which Char leston suffered waa not dealt by storm, or fire, or enemy or earth- shock. It waa when the South Carolina Railroad failed to fasten 1 upon new combinations or to se cure a Western connection. This great line was left nnsustained and unrepresented, gnd Charleston re mained bot)led and banished. Here was the serious trouble and here must begin the real reform. But iq the face of a growing commerce and an enlarging country, it is idle to say that the State or the South must do without C barleston. The hand o man which has carved lava stone for his own adornment and ; an notated the valleys of the volcano with the rich weeping of the vine yard, will not forget its cunning be fore the fissutes of Summerville or the trembling of Meeting street. If the world means to be charitable, let it aid Charleston in projecting her long talked off route to the West and help her build up her lost business. We ate gtio to know that ihc outlook i* good for the public schools. The system will work an omedinte and lasting benefit to Athena. It will increase aur popu lation and add to our already tine privilege*. But it has demoralized the colored population already. It is next to impossible to secure nurses, house help or even cooks. The young colorei] women are pre paring for school up to an age evi dcntly beyond the limit. Labor is badly broken, l’ossibly when the schools open and the number is fixed, the market will be better sup plied. We shall see. Prince Alexander, of Bulgaria, who was placed back upon his hrone by his people, finds the noral opposition of the Czar loo .trong for him. Alexander dreads Russian upheaval as he would hun a Summerville earthquake. More public buildings and pri vate hou-es were damaged in Ao uita than was at first supposed, 'he fire Wardens have called at- t ntion to walls needing anchoring tnd to ceilings which should be ta ken down. Fortunate that Augus- a escaped so lightly. It doesn’t matter much to thi hivering outcasts of Meeting street vhether the agitation came from a and slide or an earthquake. The\ ccJ food and money all the same, rhe world can at least unite on th« >road principles of char.ty—le' cience take c rt of itself. A dozen small manufactures lik< he Athens Basket Works wo tU rive the city an immense impetus. When these industries become mul- iplied and varied, the future of * own is fixed beyond doubt. Wi -bould like to see the Basket Fac- ory worked tc its full hmils. HAI \Sl >SY GROVE. tews Role* From tha Little City Up the R. E. E. E. Harmony Grove, Sept. 1.— [Special.] Cols. Wm. H.
