' mm EKLY BANNER-WATCHMAN TVESDAY DECEMBER jSSO. It is still anybody’s fight in Central Railroad, with chancel in favor of Capt. Raoul. Efforts are making to prosecute John Jarrcttfor intermeddling in Morrison’s district last month. General Chamberlain, formerly Governor of Maine, says: “Tne prohibi tion law causes less drinking and more drunkonoss.” So far notlijng seems to have transpired before the investigating committee im plicating Senator Rankin in the marble transactions. We find this floating about: “General Alexander is said to have cleared $1,000, 0(0 in the recent riso in the West Point Terminal stock.” Xeither Capt. Raoul nor his friends feel any apprehension as to the result of the election, although a strong is being made by Gen. Alexander's friends to control the stock. of effort Mu. James P. Hariuson testified that the reason ho employed Gen. Phillips w as because he was well acquainted in the marble country and was an intimate friend of lion. Joseph E. Rrown. The Atlanta Capitol says: “There can not he anything like real prohibition in Atlanta until the wine rooms arc kept within the pale of the law. It is evident that some of them—we do not say all— arc certainly violating the law.” Conuiiesmiax Kr.t.LT, of Pennsylvania, declares that negro laborers in Alabama and Tennessc arc as well paid as white labor in Pennsylvania. This is a back- handed lick al Rlainc’s high tariff ^speeches. v.’NiclIaniee denies that he ap pointed lion. Evan P. Howell capitol commissioner, simply to retain the in fluence of the Constitution, Gov. Mc- Danicl says he appointed Mr. Howell for good and sufficient reasons. The new name suggested for Bowers- villc, is Crady, in honor to H. W. Grady, of the Atlanta Constitution. The Union opposes the change and proposes that West Uowcrsville be changed to Bowers- ville. The Pranklin Register does not believe Senator Louis Havis will be able to re turn to the Legislature at the winter ses sion. We trust his strength will be fully restored from his typhoid attack by the summer session, however. Si:naton Brows will go t- Washing ton the latter part of this week if his cold is better lie will be accompanied bv Col. 1. W. Avery, whom he has ap pointed his private secretary. Colonel Avery will also correspond for the Au gusta Chronicle this winter. Gen. Alenasokr thinks that the talk about running the Central Bailroad “in the interest of Savannah or of Georgia is all twaddle.” He will run the road he says “in the interest of the stockhold ers." If the stock remains in Georgia rather than he absorbed by syndicates ami speculators, tho argument is the satin-, and the home stockholders still see the point. The New York Star wants to see the labor element well represented in the New York Constitutional Convention. 1, -ays: "All thoughtful people will re cognize the wisdom nf giving to the new political forc es an ample opportunity. If there are any practicable measures the effect of which will be to produces more equal division of property and to make more difficult the concentration of wealth, it is fur the general weal that they should be adopted.’’ Mk. Robert V. Nottingham was ar rested in Macon for making the remark that the men who wore charged with be ing connected with the Moore lynching could be rescued from jail. The court dismissed the warrant. After the ad journment of court a scene was prevent ed by Sheriff Wcstcott. Mr. Notting ham used some very baTsh language in the presence of Judge Simmons, who in structed the sheriff' to take Mr. Notting ham out of the court room, or he would have to send him to jail. The sheriff took Mr. Nottingham by the arm and he went quietly away. The Macon Telegraph says: Willis Hawkins, as he was familiarly known all over Georgia, died at his home in Antcr- icus, on yesterday afternoon. Willis Hawkins was a remarkable man in many respoets. Without being versed in the literature of his profession, he was one of the ablest and most successful law yers it, the State, and had reached the highest honors of his profession. He was cool, resourceful and abounding in tact. Careless of a fine constitution, he was also heedless as to the emoluments of the law. In his own life and career he had illustrated the truth of the say ing that “lawyers work hard, live well and die poor.” Tn* Atlanta Constitution is very severe in its comments upon the testimony of Mr. James I*. Harrison before the inTcs- Uiatw committee. That paper says ■on swore before the committee printer at the time) gave gston thirty dollars to use his .before Governor McDaniel to have a man appointed capitol cows.;*, sioner who would favor bis marble scheme. He selected Livingston, he »*«», because he thought Goyernor McDaniel was under obligations to him for his nomination. The Constitution declares that there has been no more dis reputable work in the lobby of the Leg islature since the dayarof reconstruction than appears from the nets presented in this case. GOVERNOR GORDON. The Savannah News says that in the bat campaign the people believed that Gen. Gordon would, perhaps, do more than any other man, if elected Governor, slo draw the attention of those who have onoy to invest to the advantages which State offers for investment. That not mistaken is shown by the quency with which Georgia has sp in public prints since he became From commenting upon the a inaugural address the news- have engaged in discussing Geor- ir splendid resources, her pro- sinoethqwar end the promising shs has for s prosperous future. that the period of Gov. of office will be one of prosperous in tho history of the perhaps not seem .extravagant are watching the courso of LET THE PARDON BE. GRANTED. We learn that Governor Gordon in. tends at an early date to pardon Mr. George T. Jackson. Wetrust this may be ao. We believe the case is one which calls for executive elemency, without breaking the force of the law or afford ing a pernicious example. The case was a very remarkable one. The prompt arrest, trial and punishment were more remarkable. These showed that , . Atlanta there is an ardent dcslra f the law is no respecter of persons. A rMd _£^ hii riL ene d in man of highest business and social prom inence was arraigned for the offence of embezzlement, and in his own home was condemned by a jury of bis neighbors and sentenced by the court to the peni- itentiary for seven years. Ho lias not endeavored, save by due process of law, to evade his punishment. He did not attempt to escape whc.t flight was easy and before indic'raenthad been brought. He calmly faced tile jury and stood his trial, and when the higher courts confirm ed his decree, followed the guard to the convict camp, where he has been con fined for several months. To a man of Mr. Jackson's standing and sensibility a term of years is not need ed to complete his punishment. The ar raignment, the trial, the sentence and the law have fallen upon him swiftly, with all their train of severity. One hour under such a visitation carried more bit terness than would a life's imprisonment to an average convict or a hardened criminal. The law which only claims to punish all offenders alike, has chastened a thousand-fold this' man who has drain ed the cup until even the dregs are dry. lie stands with the empty chalice containing no more infliction and which can only detain hint while it has ceas ed to torture. Seven years, though they were seventy times seven, can add no measure to the dignity of the law, or convey more exquisite purnisment than has already been administered. Beyond this limit sympathy for an exhausted frame and a wrecked constitution have their place in popular estimation and lind fit lodgment in executive mind. The statutes which were broken have never had vindication more complete. The \NT .'Aht'.’.'-iVo’ri'A'd hint of his liberty has taken away much more be'STSl" docs not await brutal designs upon his life. Assuredly the lesson of Major Jack- son's case has been amply enforced. It rill never be forgotten. It will lose its best essence if it is pushed to a cruel ex- ae, for the pardon of Major Jackson is but another step under the law to which he has already submitted: his ear ly removal by death, which is Tery probable in his present confinement, would push the punishment beyond the intention of the law and cloud the effect of this example with the elements of undue sevrity. We appeal to Gov. Gordon not only os a humane judge, but as a just judge; we address him in the name of w isdom, justice and moderation. COTTON. The value of Athens as a cotton mar ket has flooded the city this season with cotton, and notwithstanding the short crop our receipts will run out ahead of last year's—a most remarkable thin; for an inland town. It is a fact that towns and counties sent cotton to Ath ens this year which never did so before, and that the strong prices and the low charges for handling and storing cotton have brought trade from both roads, en croaching deeply upon the the ter ritory of Atlanta and Augusta. Our re ceipts up to to-day have been something like fifty thousand bales—wo will give the actual figures in a few days—and the close of the season will show consid erable more than that. The best evidence in this section is that tho crop is short, front one-fourth to one-third. In spite of this, however, farmers are paying up well, business is ;n sound condition, and collections have been very satisfactory. JUG TAVERN- Walton Coi ntv Nov. 20th.—[Special] Mr. W. S. It will be full of meaning, and the move ments that will be inangrated and the combinations made will carry Athens a great way forward in her progress and development. t THE FREE PASS. > There is a bill id the Senate to pro hibit the acceptance of complimentary passes, or free tickets, from any-railroad corporation doing bustni-ssTn thfrfv by any member or officer of, thi Assembly* the Gove! officers, or officers of tlft*Executi‘ pnrtinent, the members of the Railroad Commission of Georgia, and the Judges of Courts of Record in tjiis State. Tho bill provides that a legislator accepting' a railroad pass shall surrender to the State his mileage, and be exp lied by the two-thirds vote of the house to which lie belongs. Ollier officers are liable to im peachment. . N'e lmruYy iTiink the matter worth leg islation. Passes are granted as a con venience and courtesy—not. as a bribe. The railroads are often requested to furnish them. It is rather • matter for indviduaU to act upon according to their own tastes or their own consciences. Some members will not accept free passes. Some take them and never tyie them. Some refuse to accept mileage from the State while using these tickets. Each member should be free to do as he likes. Members who accept them do not regard them as likely to influence their, public acts. Railroads have no such idea in furnishing them. It is not at all probable that men who are elected \o the’ legislature by the people on account of their ability and integrity shonld'feel it necessary to hedge themselveit about with prohibitory or penal legislation In the matter of free passes. BLAINE SNUBS EDMUNDS. The papers have had so much to say about the refusal of Mr. Blaine to shake hands with Mr. Edmunds at the funeral of President Arthur that it lias become a national issue. It is the fashion among democrats and republicans to abuse Mr, Biaine, and up to this time he has been pretty deserving. But if we were called on to arbitrate we would submit that Mr. Blaine’s hand is his own, and he was not called out to act a hypocrite sim ply because Senator Edmunds had done The occurrence was in the library of the Arthur residence. Two or three friends of both parties were the sole witnesses. Mr. Edmunds was seated in the library on the sofa, talking with Mr. Chas. K. Miller, who is one of 'Mr.- Ar thur's executors, when Mr. Blaine, fol lowed by Col. McMiehael entered. Sir. Blaine advanced well into the room be fore Senator Edmunds < saw him; His attention was called to Blaine by Mr. Miller, and Senator Edmunds advanced with extended hand. Mr. Blaine 'turn- ed on his heel and went up stairs where the body of Mr Arthur lay. Senator Edmttnnds has always been a hater of Mr. Blaine. He has never hes itated hi public or in private to show his feeling. He declined to go into tlio Presidential campaign, assigning reasons which did as much to defeat Blaine 'as all the mugwump disaffection. He has always entertained a very small opinion of Blaine and has not hesitated in de bate and in the public print ta express bis antipathy to Blaine individually and his dislike to Blaine's methods. These feelings of Senator Edmunds may bo well founded and creditable. We think' they are. He certainty has the right to entertain them and to express them. So has Mr. Blaine a right to resent them. There was no occasion for political act ing in a private room among a' few friends. We do not see-bow any man of self respect could have acted other than as Mr. Blaine did act His pres ence was in respect to the dead.
