It is hardly necessary for the Bannee-
firants to call attention to its en-
I news serrice from Aogustaand At-
l Unto, particularly its system of specials
ITom the Capitol daring the session of the
Suto Legislature. These reports have
been as full as those of the Atlanta Con
stitution or any paper in Georgia. They
have given the proceedings of the legis
lative and executive departments, and
- 'item of importance has occurred late
ly in the State when the readers of the
Banner-Watchman have not been given
an intelligent and a prompt report, We
need not refer to the daily progress of
the great strike in Augusta; the startling
fluctuations of the great deal in Central
Itailroad in Savannah; the developments
of points of interest in the legislative
halls and tiovernor a office in Atlanta—
and other matters in which eur people
are concerned.
We arc more than gratified that this
service has been to some extent appre
ciated. Our friends in Athens and vi
cinity have been prompt to say that the
Banner-Watchman has given its read
ers a good paper of late, and the substan
tial growth of our daily list has added
emphasis to this fnvos. Our friends
must know that our expenses have mate
rially increased. It has cost something
like one hundred dollars a month extra
r-fo supply this news to tho people. Our
bu.auiess must increase to this exten lo
warralit^ts continuance. We can pub
lish a t apir anti make money with less
expense; but we are anvious to give
Athens an issue, better than our old pa
per, better than our present paper, some
what comporting with her importance
anil her prospects. A city with cotton
receipts ranging from sixty thousand to
sere tty-tire thousand bales deserves a
good paper, and we can furnish such a
paper with anything like solid support.
We wish .to improve our advertising pat
ronage as wo have advanced our sub
scription list. With our magnificent rail
road prospects and our growing trade
boundary, Athens should have a first-
class paper—far better than the Bannkk-
W a ache an of to-day—and we will give
it to her, with fair encouragement.
What wo want is that every bank, in
surance company, every manufacture,
every mill ami store should be repre
sented in our advertis'ng colums. Such
a policy could not fail to improve the bu
siness even of such established institu
tions, and in helping the paper would
..help the town.
The Banner-Watchman is of courcs,
an established paper. It will continue
to be published from the old stand at the
name rates. It is an earnest worker for the
growth of Athens and will continue to
be. Its field and its efficiency must,
however, be determined by the encour
agement our peoplo give it right here. |lt
aspires to be a pewer for good sad for
usefulness, and it will be.

In the estimate' of expenditures by

legislation will be necessary to make the
sum of $540,000, available by January 1,
1880—or the time for the completion of
the new capitol must be extended. Dp
to this time the sum of $460,000 only has
been available. It will therefore require,
if the capitol is to be pushed to a quick
completion, an appropriation of $257,-
724.33 for the year 1887—and of $200,000
for the year 1888. These forced py-
menttf then, must be made to fin'sh the
building in the period originally intended.
This will require 85-100 of a mill extra
tax, and the sinking fund tax will re
quire 30-100 of a mill more.
Now it is getting down into small mat
ters to treat of hundredths of mills—or
thousandths of a cent, but when we re
member that these things mean the
raising of hundreds .of thousands of dol
lars next year, the idea recurs with sharp
emphasis—ought this amount to be
wrung from the people at this time. The
increase of taxation has amounted to a
mill in the past two years, or about $330,-
000.
Had the state tho money on hand, it
might be good policy to increase the an
nual appropriation and push the capitol
to a forced completion. Our sympathies
are with the distinguished gentlemen in
Atlanta shivering under an uncertain
roof, with its crushing mass of-ice and
snow. But our sympathies must also
extend to the tax payers of Georgia, suf
fering from a scanty crop and private
debts, as well as public burdens. There
is something crushing there. The crisis

present officer to any man you can name.
Therefore, we trust that Governor Gor
don will unhesitatingly re-appoint Judge
Cobb, and assure him that he will there
by earn and receive the thanks of every
citixen of Clarke county. ■ - .

lVo regret to see a disposition on the
part of the present State Legislature to
rrise the rate of taxation for the coining
year. This is unfortunate and would be
unwise. It w ill lie burdensome for the
farmer, while the example set to cities,
counties and individuals would be a seri
ous, if not a disastrous one.
Surely, the representative who talks
about increasing taxation lias not been
home among his people during the past
iliirty days. lie lias not informed him-
sell of the shortness of the crop—of the
number of men in his county who have
failed to pay out: who are one-third be
hind in their yield and who will be una
ble to meet tliis year's expenses. Cot
ton has not only been cut off, but prices
have been low and the dry season 11as
retarded the grain planting of the fall
months. Collections throughout the
country arc behind, and the outlook for
the Georgia farmer is anything but good.
Wc do not mean to argue general de
moralization or to deduce a gloomy view
to tbe planter or the merchant, but times
are tight enough to make men stop and
tliiiik before adding to the expenses of
state government. The time for raising
taxation is very inopportune. Three
mills was the rate four years ago in state
taxation. This rate was increased to
-A.50 at the last session, end now the in-
*c amounts nearly to another half
A- 3.95. It ia time to call a halt.
'-.Daniel, in his annual message,
e estimated income from the
TJkto of taxation would yield suffi-
tQ-evenuu to meet undrawn appro
priations for 1886, as well as estimated
appropriations necessary for 1887, and
leave a cash balance in the Treasury of
$51,887.93, which is adequate under our
syatem for the conduct of the govern
ment.
Let the finance committee and the
General Assembly deliberate well before
increasing taxation at this time.
Gen. Alexander says in the event of
his election his object will be “to give the
stockholders full and frequent informa
tion as to the value and earnings of the
company. To give any dissatisfied stock
holder fair play in seeking to refom any
abuse or change tho management. To
so distribute expenses of maintenance as
to avoid great irregularities in dividends,
and to endervor to bring about a better
state of feeling between the railroad
and some of the sections of conntry
which it serves.” *
BAD FOB RANDALL1SM.
The mcsssgn of Grover Cleveland,
President of tho United States, shows
that he is an out and out tariff reformer.
He stands on no uncertain ground, lie
tleals in no double terms. His language
forcible am! unmistakable. He says
in so many words that the tariff must he
reduced, that it is shameful to continue
the hich war tax, and that the farmer
anil producer are suffering to enrich a
few favored manufacturers. This is the
whole tiling in a nutshell. Carlisle said
no more in his Iroquois speech, and the
President has arrayed himself as strong
ly against the Randall wing of Democracy,
which lias obstructed revenue r. form, as
have Ca-bsle and -Morrison.
The President’s message must have
been a hot shot to the Randall papers in
Georgia. It was music to the people
who have elected ten revenue reformers
to congress in spite of the high tariff
papers which fiddle for Sam Randall,and
talk about ‘ turning over the electoral
vote of Georgia” to the Pennsylvania pro
tectionist
The President devotes a column to the
subject of reducing the tariff. He says
the present system of ruthless extortion
is no less extortion because of the indi
rect manner of these exactions. These do
not cancel their character or conceal their
enormity. The amount raised by the
people, professedly for the support of the
government, is added to the expenses of
daily bread, and is a tax as absolute as if
put in the hands of the tax gatherer.
These bounties indicate abnormal busi
ness prospects, and vast fortunes of fa
vored monopolies. The President says
these are undemocratic and unjust.
There is no benefit to the people at Urge;
there is absolute menace, as in the tin
plate incident, to the principles of fair
election and free government.
Fanners are compelled to pay exces
sively for their household goods while
their products are ruined in foreign mar
kets by our national policy which pro
hibits free exchange of trade. The
leading strings of infancy, says the Pres
ident, can well be abandoned in the pres
ent stage of American industry and self-
reliance.
But tbe President's words cannot be
improved upon. Here they are: .
“But our farmers and agriculturists,
those who from the soil produce the
things consumed by all, arc perhaps
more directly and plainly concerned
than any other of our citizens in a just
and careful system of Federal taxation.
Those actually engaged in tnd more re
motely co* nccted with this kind of
work number nearly one-half our popu
lation. None labor harder or more con
tinuously than they. No enactments
limit their hours of toil, and no interpo
sition of the government enhances to
any great extent the value of their pro
ducts, and yet for many of the nccesaa.

scrupulous economy enables them to
bring into their homes, and for their im
plements of husbandry, they are obliged
to pay a price largely increased by an un
natural profit which, by the action of the
government, is given to the more favor
ed manufacturer.”

benefit the greatest number of farmers.

It is about time for some journalistic
Jack to predict the number of bales in
the next cotton crop. These false esti
mates have cost the Southern farmers
hundreds of millions of dollars since the
war, and it seems to be about time for
the world to believe that the farmers can
tell the truth. Let the crop be long or
short it always exceeds the “previous
one” by at least a million. According to
their estimates, the South ought to have
made this year at le st 12 million bales.
The frame of the body and weath-
hoarding have been put on the Baptist
church here. The truss roof will go up
when the weather will admit.
The contract to build the Methodist
church was awarded Mr. McCrca, of
Oconee county. The price stipulated
was $1,300, and the oli church building
thrown in. The old church lias not been
sold.
Maj. Patton has his residence nearly
completed, and it is too pretty to be only
a bachelor’s quarters.
Mr. H. C. Bray will leave this week
for Rutledge, and Mrs. H. C. Briant, of
Lexington, who bought his place, will
more in a few days thereafter.

There was a good crowd in town to

There was an old-fashioned fisticuff
fight before the court house door to day,
which lasted for perhaps more than
two minutes, and it is reported that John
Sanders got Pink Patten's finger in Tiis
mouth, and Pink got John’s car in his
mouth when the hoys parted them. Both
are good grit. Some blood but no bone s
broken. Dsnielsville has no marshal and
I arrests were made.
Mr G IV Carither’s house was recent
ly burglarize'), $40 being carried away;
$38 have been returned to him. He does
not make public the name of the person
who returned the money, and for special
reasons.
Mr. T. T. Duffle’s house, on land in-
tended to be given his wife by her fa
ther, Mr. Russel J. Carithers, was burned
to the ground by an incendiary soon aflef
or about the time Sir. George M. Ca
rither’s house was burglarized. Mr.
George M. Carithers is a good citizen,
and has enough devilment perpetrated
against him, and it would not he surpris
ing if he should ferret out some ugly
facts against some fiend.
