Atlanta, Doc. 15.—[Special.] Mr.
Harrell, of Webster, backed by Mr*
Rawls, of Kffmgham, continued the fight
in opposition to the technological school
in the House this morning. Whether or
not they will succeed in securing favora
ble action upon their minority report or
upon the resolution preventing the com
missioners from beginning the work, re
mains to be seen.
The bill to incorporate the Athens &
Jefferson Railroad company was passed
by the Senate to-day.
SENATE PROCEEDINGS.
The committee on education reported
in favor of the passage, by substitute, of
the bill providing for teaching physics
and hygiene in the public schools.
On motion of Mr. l’ringle, the substi
tute was taken up and put upon its pass
age. It simply amentia the eighth line of
section 1201 so as to add “and physiolo
gy and hygiene in an elementary man
ner with special reference to the effect
of alcohol, opiates ami narcotics upon the
human system,” to the list of studio
provided. . _..
Mr Klimkin moved to amend substi
tute by adding “provided this bill shall
not go into effect until recommended by
the grand jury and board of education of
the county."
An amendment by Mr. Butt striking
out “the grand jury" and leaving it to
the.recommendation of the board ofedu
cation alone, was accepted hy Mr. ham
kiii. Upon the call of the yeas and nays
the amendment was lost by Id to 2*2.
Mr. Butt then opposed the substitute
siring: Kach county was able to decide
what »t wanted taught tuahe children of
the comity. He .-aid the passage of the
lc.1! would make it possible to displace
teachers now giving satisfaction to the
people and qualified in 1 *!! other branches
simply because he was not prepared to
teach phy-iology and hygiene.

been disposed of.

MISCELLANEOUS MATTERS.
Mr. Howell, of Webster, submitted a
minority report on the part of certain
members-of the finance committee, favor
ing the passage of the bill to repeal the
act establishing the school of technology,
hundred copies were ordered

answer to resolution calling.upon the
Governor for information concerning ap
pointments of whipping bosses at pen
itentiary camps 1,2 and 3 and information
concerning whipping of convicts by
other persons than duly appinted whip
ping bosses, the message embodied
names of whipping bosses and their re
port! for 1885-9, and replied if there had
been any whipping ofconvicts by other
parties than chose set apart for that duty,
there w’as no information to that effect in
possession of executive department Tor

mittees of citizens and grand jurors now
