SOME IDEA AS TO HOW THE WORLD
IIS WAGGING*
Editor Banner-Watchman: — In the
Graphic of Thursday eveningi appeared
an article stating that the Grand Jury.
Presentments were published in the.
colored paper, far the reason that that
body so ordered it
As a member of the Grand Jury and
also one.of the committee who prepared
the Presentments for publication, I* -tool
it an act of j ustice to that body and to
myself to state that no such order was
passed. In fact I do not suppose that a
single member of the Grand Jury re
membered the fact of there being a col
ored paper published in Athens. The
resolution, as passed, ordered that /the
Presentments be published in the daily
and weekly Banner-Watchman for $40;
the Chronicle and the Graphic for $25
each. Together with Mr. W/ B. % Jack-
son, I consolidated these Presentments,
and not deeming it necessary to name
the city papers and the prices paid them,
arranged the matter by inserting a
clausa that “we recommend these Pre
sentments be published in the city pa
pers, on the terms made known to the
Ordinary.”
Together with Mr. W.. B. Jackson I
then.went into the Ordinary’s office and
stated to that officer the orders of the
Grand Jury. When I refused the pro
ceedings before the jury I mentioned
the fact that I bad informed the Ordina
ry in regard to what papers the' pro-
ceeedings must appear in, and the prices
paid for publication. The first intima
tion ( had that the Presentments ap
peared in the Clipper was a murmur of
disapprobation from the tax payers.
With equal propriety, so it seems to me,
the University Reporter and 'Farmers’
Monthly .could-publish these Present
ments, and demand their pay, as they
are as much city papers as tfie Clipper.
Besides, it is an unheard of act for the
Grand Jury to have their proceedings
published in one colored paper, and
hence there is no precedent for ordering
it done.
It is not my intention, in writing this
card, to cast either blame or reflection
on any county, officer, bufjsimplyto jus
tify the Grand Jury and myself I having
been instrumental in framing the par
agraph taken advantage of by the Clip
per. I felt assured that my verbal in
structions to the Ordinary were suffi
cient In justice to Judge Jackson,
however, I would state that I learn he
denies being responsible for the appear
ance ef these Presentments in the Clip-
