UPON the petition of Bedford
Brown, (hewing to the court
that Obeduh Pryer, on the 2d of
January, 1810, morgaged to the
laid Bedford a traCt of ia .and, granted
to Frteman, lying and being in the
County of Clark, adjoining Archi
bald Crowley and others, contain
ing one hundred and twenty five
acres, more or lefs, on wild-cat
creek, to tenure to the faid Bedford
the paymtnt of fcveral notes of
hand, particularly described in the
deed of mortgage, and that there is
now dug on the faid mortgage the
lumof one hundred and twemy two
dollar*—and prayu g \har the equity
of redemption of, in, and to the
faid trait of land may be foreclosed
—on motion— lt is ordered , That
t c laid Obediah pav into court the
principal, imereft and cofts, which
may be due and accrue on the laid
mor gage, within twelve months
from this day, other wife the equity
of redemption of, in, and to the laid
mortgaged premifes, will be from
thenceforth barred and foreclofed,
according to the a£t in that cafe pro
vided—and it is Archer ordered,
that this rule be pubhihed in one of
the public Gazettes of this Rate, at
leaft once in every month, for and
dunng the fa’d twelve months, or

Sir —Since my letter of the 13 h
nothing has occurred which I Uio’t
worthy of a communication.
The laft weeks ©f this month and
the firft of April will be occupied
in the ede&ion of governors and o
ther officers in the New-Englaod
Rates.
The federal condidate in New-
Hampfhire is already elected by a
mujortiy of about ico votes. His
competitor was a man of large for
tue, exrenfire connexions and inof
fe? five manners. Thefe account
for tne fmalnefs of the majorty.

In Rhodt-Iftand, it is of no con
fequrnce oi what party the govern -
or is a member, as he has neither
civil nor military powers, being
merely president of the council.
In Maflachutetts it is certain
that the federal candidate will fuc
cced.
A few weeks will be fufficient in
order to determine the relative
fbrrgth of parties, and convince
M'. Madifon that a war with Great
Britain is not a meafure upon which
he dare venture. Since the plan of
an organifed oppnfition to the pro
jects of Mr. JcfTrlon was put into
operation, the whole of the New-
England Rates have transferred their
political power to his political ene
mies, & the reafon that he has ftill
fo many adherents is, that thofe
who confider the only true policy of
America to confifl in the cultivation
of peace, hive dill great confidence,
that nothing can force him (or his
fucc ftbr who aCts up to his ljfftcm
or rather is governed by it)tocon
fent to war. They confider all the
menaces and (< dreadful Dote of pre
paration” to be a mere fineff-, in
tended only to obtain conctffions
from England on cheap terms. —
From every fort of evidence, I
confefs I am myfelf of the fame o
pinion; and am fully perluaded
that the farce which has been acting
at Wafhington will terminate in a
full proof of the imbecility and lpi
ritlefs temper of the a&ors. A war
attempted without the concuricnce
of bnth parties, and the general
confent of the northern Rates, which
conftitute the bone and mufcle of
the country, muft commence with
out hope, and end in difgrace. It
fhould, therefore, be the peculiar
care of Great Britain to fofter divi
sions between the north and fouth ;
and by fucceeding in this, fne may
carry into eflfett her own projeds
in Europe, with a total difrrgard of
the refentment of the democrats of
this country.

now prefer the chance of maintaining
their party by open refinance and a fi

France, and a wtr with England.—

expectedly and contrary to all rea
fonable calculation, attempt to in
volve the country in a meafure of
that nature I *m convinced (now
that the elections have all termina
ted favorabl ) that none of the
New Ergiand dates would be a
party in it. Bur, as I have repeat
edly written, the General Govern
ment dors not ferioofl enterramany
fuch defire or intern on. Had the
majortiy in the New England ftarcs
continued to approve of the public
mealurcs, it is extremely probable
that Great Britain would now have
to choofe between war and con
ctflion. EuttheafpeCi of things in

ciun of the Eaftern Rates, and bring
the whole ci.uatry in fubordination
to the interefts of England, whoffc
navy would preferibe and enforce
the terms upon which the commer

produce. All this is as well known
to the democrats as to the other
party j therefore thev will avoid a
war, ar leaft until the whole natl n
is unanimous for it. Still when we
confi ler of what materials the go
vernment is formed, it is imp< ffible
to fpeak with any certainty of their
meafures. The pad adminiftrafton
in every tranfaCbon prefects to the
mind only a muddy commixture of
folly, weaknefs and duplicity. The
fpell, by which the nations of Europe
have been rendered inert and inef
fi tent when they attempted to
Ruke it off, has ftretched its fhad
ows acrofs the Atlantic and made a
majority of the people of thefe Rates
alike blind to duty and to their true
intcrefts.

Sir—Since my letter No. n,I
have had but little to communicate.
I have not yet been able to afeer
tain with fufficient accuracy the re
lative ftrength of the two parties in
the Lrgiflative bodies in New-
England.
In all of thefe Rates, however,
Governors have been eleCted out of
the federal party, and even the
fouthern papers indicate an unex
pected augmentation of federal
members in the next Congrefs.
The correfpondeace between Mr.
Erfkine and the fecretaty of State at
Wafhington, you will have feen be
fore this can reach you. It has giv
en much fatisfaCtion r the federal
party here ; becaufe it promifes an
