Previous to the recommendation
of an embargo, the Secretary of
State attended a m*“e f ing of the
Comm'-ctee of ForeJg . Relations, at
its r> q left, to furniih fuch infor
mation of the expediency of fuch a

Committee ought require. It was
agreed on, and that the Prcfid-nt
fbould recommend it to Cong-cfs
the next day. I moved in the com
mittee that our proceedings fhould
be kept fecret. Mr. Randolph faid
he would not feel himfclf by
