Believing that you are anxious to end this terrible state of things, for which you are notj&jpon- sible, and that you ap^M-eciftiethe necessity for Congressional investi gation and ascertainment of facts, before remedies, legislature or ad ministrative, can be applied, or even shown, I would call your attention to the resolutions introduced by me and passed by the House of Representa tives, the 11 tli instant, and directing the needful investigations, which were provided for under the Presi dency of Mr. Madison, but for many years neglected, till of late begun. I shall goon, believing also that you are desirous to stop, and as far as practicable redress, the outrages whereby honest men and women are prevented from telling the tru h about misdeeds by persons connected with the government. I transmit herewith a resolution adopted bv the committee on expenditures in the Treasury Department, and respect fully ask that you will, at the earli est practicable moment, take the steps needful to aid not only my committee, but all the committees of the houses, in t: eir efforts to ascer tain facts vuncerniiig alleged aliases, and that you will give assurances that witnesses ill be protected.
