Washington, Feb. 27.—Hoar, of Massachusetts, presented the petition of the citizens residing at Cape Cod, Massachusetts, remonstrating against the passage of Sargent’s bill to or ganize a coast guard and life-saving service. Laid on the table, the bill now being before the senate. Sar gent, of California, said the reports of the life saving service emanating from the treasury department showed a DISGRACEFUL STATE OF INEFFICIENCY in the service. It was well known that in some instances, where the officers and men of the present life saving service were in Bight of ves sels needing relief they were afraid to man the boats, and other persons had come forward and performed the service. Persons were appointed now to PLEASE POLITICAL FRIENDS and not on account of their fitness for the work. lie thought sailors accus tomed to sea and used to military discipline would improve the service, PENSION AGENTS. The bill to amend the revised statutes to allow the president to ap point a temporary pension agent vice Col. Costar, who is direlict in his bond of $250,000, was opposed by Conkling and Edmunds, on the grounds that it would place in the hands of the pre»identthe appointment ofrevenue agents throughout thooonn- try without the advice and consent of the senate. The matter Went over, but the debate was quite bitter. There was an executive session on nominations. INLAND WATER COMMUNICATION. Mr. Merrimon, of North Carolina, presented a memorial of the New River Canal company of North Caro lina, suggesting the importance of inland water communication between the lakes of the north and the Missis sippi river by way of the Erie canal, Hudson river and numerous sounds, rivers and short canals along and near the Atlantic coast and the Gulf of Mexico, and asking the govern ment to purchase the free use of an inland canal and water route between Pimlico sound, North Carolina, and Charleston harbor, Sontli Carolina. A WAR CANAL. lie presented a similar petition from tho Wilmington, North Caro lina, board of trade, and also intro duced a bill to authorize the secretary of war to purchase from the New Eric canal company for military pur poses the free use of any inland canal and water route between Pimlico sound, North Carolina, and Charles ton, South Carolina, paying for the one majority, has decided to report $150,000 for the Methodist Episcopal book agency for the use of its build ing at Nashville. The claim as pre sented called for $450,000. The ways and means committee acted finally on the sugar tariff to-day. The details are inaccessible. The committee of public lands of the house has agreed to report a bill conferring to Alabama the lands pre viously selected as swamp and over flowed lands. TW1TCUELL. Marshall H. Twitchell, of Louis iana, of Coushatta fame, will be ap pointed consul to Kingston, Canada. \ X James M. Wellonghb.v and Harbin G. Hurdigreo apply to me for letter* of administra tion on the estate of David Willoughby (late of said county) deceased. These arc therefore to cite and admonish all concerned to *liow cause (if .any) on or before the first Monday in April next, why said letters should not be granted. The New York Herald says that “the blustering opposition of Ewing, Springer and others to the amend ments to the Bland silver bill was buncombe and bravado, or rather it was their inode of advertising that, having got a part of what they wanted, they intend to demand more. The question is to be taken into the fall elections, which could not have been done with very good grace if tho more violent silver men had ao quiesced in the aiucndments.” Tho Washington correspondent of the Herald says: “ The Republican anti-silver men, after all their pre vious professions of opposition to the H*3br$: becamd^he^f^stru- ments in its passage. Privately they had already confessed that they were afraid to help dcfehtlt, as they could easily have done.
