Tbe following have been amended in committee and reported upon fa vorably, and made tbe special order for Friday and Monday: A bill to be entitled an act to estab lish tbe Middle Georgia Military and Agricultural College. Sec. 1. Be it entitled, eta, the State House square and appnrten- lapees, the i Executive Mansion cad premises, tbe ; Penitentiary square and appurtenances, the Government square, adjacent to the Central Rail road depot, and any and all other real property of the State of Georgia, situated in the city of Milledgeville, are hereby donated to tbe trustees of the University of Georgia, with pow ers and for the purposes hereinafter set forth. Sec. 2. Said trustees of the Uni versity of Georgia shall have the power to sell any portion of the above donated property, except the State House and square, and the man sion and premises, at their discretion, and under such regulations as they may prescribe, and apply the pro ceeds of the sales to the equipment of the college hereinafter provided tor. Sec. 3. Said trustees shall, without needless delay, proceed to organize, in the above donated property, a col lege, which shall be styled the Middle Georgia Military and Agricultural College, and shall be a department of the University of Georgia. Sec. 4. Tuition in said college shall be free to all white males and females: Provided, a matriculation and library fee, not exceeding ten dollars per nnutn, raay be exacted, anil grades of scholarship may be pre scribed by the faculty, under direo tion of the trustees, as conditions of membership. Sec. 0. The course of instruction, in addition to military training, shall be specially directed (1) to the prep aration for the higher classes at Athens, (2) for the business of prac- ticatfartB life and mining, and (3) ,for the profession of teaching. A certifi- Sec. 8..That as soon as any install ment of said bonds are signed by the Governor and Treasurer as aforesaid, the same shall be entered in a book of record to be kept in the Treasurer’s office for that purpose, in which each bond shall be entered, with the number and amount, letter and series, and after this is done, said bonds shall bo turned over to the Comp troller, who shall give his receipt therefor to the Treasurer, and who shall proceed at once to enter the same in a record to be kept in his office for said purpose, and after said bonds are so registered and recorded, they shall be returned to the Treas urer, who shall receipt to the Comp troller therefor, and |said bonds shall then bo ready for sale, and each of the aforesaid officers shall make a full report to the Governor of said State, of all their actings and doings in said 8,ons - premises. Sec. 9. That the faith and honor of the State of Georgia is hereby pledged for the prompt payment of the bonds and the interest thereon, authorized by this act. An Important Bill. THE METHOD OF ADVERTISING LOCAL AND SPECIAL BILLS. After a long difference the two houses of the legislature have final ly agreed on the following as the bill to prescribe the method of advertis ing local and special bills. It is of interest and importance to the people of all parts of the state and we give cate of proficiency, granted bythe it eutire as iollows: faculty, shall be sufficient license to teach in the State schools. Sec. 6. Said trustees may accept land within the corporate limits of Milledgeville, not less than two hun dred acres, as may be donated by said city, and selected by said trus tees, who are authorized to sell said land, and invest the proceeds thereof —applying the interest on said in vestment to repairs of the college buildings, and to payment of teach ers. Said bonds shall be for sums of not less than five dollars, or more than one hundred dollars, and in no event shall b$ sold lor less thau their par value; that these coupons shall be detached only by the officer or agent lega'ly authorized to pay the same. See. 5. Sec. 1. Be it enacted by the Gen eral Assembly of the State of Geor gia, That the notice of an intention to apply for the passage of a local or special bill shall be given in the fol lowing manner, to-wit: The title of tbe bill shall be published once in the newspaper in which the sheriff’s sales are advertised and shall be posted at the door of the court house in the county or counties of the residence of the person or persons, natural or ar tificial, to be effected thereby, or in which the locality or municipality is situated, thirty days before the in troduction of such bill in the House of Representatives, provided that when there is no newspaper published in the county where the local legislation is asked, that notice of said bill shall be published in the paper where sheriff’s sales are published, and in all notices to be published under this act it shall not be lawful for any news’* paper to charge more than one dol lar per square for said notice, and in case of refusal to publish at said rates then a publication in any other news paper having a circulation in the county where tho local legislation is desired shall be sufficient. Sec. 2. Be it further enacted by the authority aforesaid, That the pro duction of the newspaper dated thirty days prior to the introduction of such bill into the General Assembly con taining the notice required by this act, with the certificate of the ordi nary that the notice has been posted, shall be sufficient evidence that suoh notice haa been given in accordance with tbe requirements of tbe Consti tution. Sec. 3. Be it further Enacted by the authority aforesaid, That all laws and parts of laws militating against this aot lie and the same are hereby repealed. ItuFus E. Lester, President of the Senate.
