Alderman Yancey asked if he meant

And then tb 7 went togetb'r in a

Little damage was done on either

dollars.
Alderman Vincent took tbe floor in
opposition to tbe report on the ground
tint the money was not on hand and
could not be spared this year. He wa>
in favor of erecting a portion of the
ijstem to cover such sections as now
uk for it, but Cobbbam did not need
fue sewerage as a section, and in fact
mlD y citizens would kick about its
establishment along Pricoe avenue and
other streets.
A'derman Yancey moved the adop
tion of the report of the committee ev.-'
supported his motion in a str< ^
speech. He said that the situation • c*
manded it and it shonld be built.
Alderman Vincent argued that the
adoption of tbe report meant the re
sumption of specific taxes. He said
that the finance commifee was of tho
opinion that such would be the case.
Alderman Yancey said the city could
spare the money. The system was
demanded all over Cobbbam, and the
majority of cases of sickness arising
trom lack of sewerage oome from that
aection. The Lucy Cobb Institute was
obliged to have proper sewerage in
oider to prevent withdrawal of pupils,
A city of twelve thousand people needs
thorough sewerage. It was argued
that there would be kicking. Let the
kickers kick, and let the conncil pass
law9 (oi the benefit of tbe people. Tbe
lhance committee says we can’t do this.
We can do it without the judgment of
the finance committee concu rring. The
city expended $13,000 as extraordinary
expenses daring the last ten months
that will not occar again and the money
csd be raised. The chairman of the
light committee wants to borrow m >ney
for carrying out a pet scheme of hie
committee. Why oan’t we borrow
money for the sowers f This city is
well lighted under present arrange
ments and we need better sewers more
than owning an eleotric light plant.
At this point Alderman
Welch arose and said the
nflectionsof Alderman Yancey were
uncalled for and the personal attacks
were unjuat.
AldermanYanccy defied him to name
one r» flection he bad made upon auy
member of the Finance oomraittee.
Alderman Yancey observed that it
the galled jade that winced. He went
to show that the proposed system
would go by about 400 bouses and
ould yield a revenue of (4,000 per an
num. If the city doesn’t borrow a cent,
»he oan build the system by contract on
one, two, three or four years time, dur
ing which time the inoome will pay the
debt,
Alderman Vinoent observed that the
aterworks fund had overdrawn $7,000,
he operating expenses exceeded reve-
ue about 12,000, and the waterworks
Igation costs would run the amount
to tbe $18,000 extraordinary ex
uses.
Alderman Yancey arose and said:
declaim any personal allusion. It
not uecessary for me to say this to
he other members of the committee,
fey know me. I simply criticised that
nuimittee as I had a right to do. One
!*ntleman baa seen fit not to accept my
Utement. The remarks I now make
^addressed to the other members.”
Alderman Vinoent said he didn’t
|»nt to hamper sewerage in favor of
Jhts. He wanted to build only a por
l0n n °w* He wanted to borrow money
efficient for that purpose
Alderman Yancey said that money

Preaches Two Excellent Sermons in
This City on Sunday.
The visit of Bishop Attlcus G. Hay-

preaching two of his finest sermons.
On Sunday morning the First Meth

away because they could find no room
Tbe sermon was plain and practical, but
a very vivid presentation of the beal

simple, conversational way, tbe whole
scene was presented, but some times
the pathos was so touching as to draw
tears from the eyes of many in the su
dienoe.
At night Oconee street church was
excessively orowded, and the Bishop
gave another of his plain and simple
sermons, it being a presentation of tbe

charm of Bishop Haygood’s preaching
is the vivid way in which he paints the
Master and tbe characters and scenes
surrounding Him, so as to make one
almost realize that it is all being done
before the eyes of the audience. He
rarely fails to touch the hearts of his
hearers.
After the sermon Sunday night, the
Bishop assisted by Dr. Speer, Revs. L.
G. Johnson and S. R. England Ordain
ed Rev D. G. Oliver to the office of an

and impressive.
