Paris, Sept. 6.—The Figaro says this
morning that General Saussier refused
to accept the war portfolio because he
had been connected, as military gover
nor of Paris, with the Dreyfus case, and
he therefore considered that he should
leave to another the settlement of this
matter.
The newspapers confirm the report
that the acceptance of thfc office by
General Znrlinden, military governor
of Paris, was dne to President Fanre’s
insistence. Some of the papers praise
his acceptance of the office under the
existing difficulties of the situation by
the attack of M. Cavaignac, the late
minister for war, declaring that his
action in resigning was tactless and
illogical. .
The newspapers regaul the revision
of the Dreyfus case as being assured,
saying that tlife prisoner’s counsel will
now make strenuous efforts to secure a
public re-trial.
The Matin says that Colonel Piequart
yesterday signed a demand for the pro
visional liberation of Dreyfus.

San Francisco, Sept. 6.—A special
from Seattle says:
Colonel McCook, United States consnl
at Dawson, has had a slight difficulty
with a Dominion official already, yet he
has been at Dawson but a few weeks.
As a result he has been compelled to
remove the United States flag from the
store of the Alaska Commercial com
pany at Dawson, and allow a dominion
customs officer, Davis, to hoist the Brit
ish ensign. The American coat-of-arms
was removed from the door and Colom 1
McCook sought another office.

Not Pleased With the Mustering Out of His
Soldiers.
Jacksonville, Sept. 0.—General Lee is
not well pleased with the action of the
war department in ordering away half
of the Seventh corps after having spent
the summer here, and all preparations
made for sending the command to Cuba.
General Lee said:
“I can only state that there are some
matters as inexplicable as the ordering
home of the Secofid Virginia.”
The Second Virginia has be.en ordered
home to be mustered out.

The students of the University are up
in arms against the. powers that be. To
be more exact they will take up arms
against the University authorities on
the opening of college. *
They have a “sea of troubles,” and by
taking np arms'against them , they pro
pose to end them.
It all arises over the question of
prayers, au important feature of the
University that has long been in vogue
here.
Years sii ce the prayer bell rang at six
o’clock and the hoys had to hustle out
of bed with the rising sun and betake
themselves to Chapel for devotions be
fore breakfast. Then came a change
that put the prayer hour at nine o’clock,
and the hearts of the students overflow
ed with joy.
A new rule has now been promulgated
and the prayer hour is to be eight o’clock
One of the reasons assigned for the
change is that the boys, by having to
get up eariy, will be less liable to dis
sipation at night.
This new rule lias caused all kinds of
opposition. The chief objection to the
rule is that it seriously interferes with
the morning snooze of the gay college
lad. It roughly awakens him from that
dreamland of the soul, the morning nap,
into whiefi no discordant element enters
save the occasional nip of a frisky old
fly or the belated breakfast of some
sottish old mosquito, who has neglected
his business during the night.
The boys are also|satisfied that the
new rule will give them serious cases of
indigestion, and that they cannot afftrd
to become subjects for the doctor, the
pill-maker, and the undertaker. They
vow t hat the enforcement of this rule
will compel them to take their meals on
the fly. They say it will be bad if they
are forced to ruu through the streets
of Athens gnawing upon the bone of
some antiquated bovine or tempting t/ie
guileless darky by exhibiting half-
masticated fragments of the occupants
of the hen-roost. They are seriously
contemplating the establishment of a
relay of restaurants at which each fel
low can grab a bite as he passes.
Iu addition to indigestion the boys
fear a sudden spread of palpitation of
the heart. Their constitutional walks
past Lucy Cobb Institute affect their
hearts so seriously that they cannot
afford to put auy extra strain upon those
delicate organs.
Then, when they reach the chapel,
they aver that their minds will be in
no condition to contemplate religious
lessons.
The boarding house keepers have their
troubles to tell, also, but are not push
ing the case so vigorously as the boys.
It is openly predicted that a rebellion
will break out on the campns im
mediately after the opening of college
and that the result will be dreadful to
contemplate.

Workmen are busily engaged in fitting
up the third floor of the new Science
Hall for the use of the school of Biology.
When the work is completed, the Uni
versity will be as well equipped for
teaching Biology as any institution in
the south.
The entire third floor of the building
is given up to Biology. On the southern
end of the building w’taere the light is
best suited for microscope work, the
large general laboratory is located. This
room is being fitted with work tables,
lockers, chemical desks, shelving and
everything that can be needed by stu
dents who are comparative beginners in
the subject. On the west side are two
laboratories one equipped with applian
ces for the practical study of Physiology,
the other to be used for students taking
courses in Histology and Bacteriology.
In both of these rooms the fittings are
convenient and all that could be desired.
In the north wing is the Anatomical
Laboratory, the unique feature of which
is a large marble top dissecting table,
making it easy to secure absolute clean
liness.
The museum is a largo, well-lighted
room iu which will be stored the speci
mens used for illustrating the courses
given.

The board of county commissioner
met yesterday morning in regular
monthly session. Commissioners Yin
cent, Morton, and Hodgson being pres
ent, as also the clerk. Col. Yancey.
A number of important matters were
discussed and acted upon. The session
of the commission was quite lengthy
and full of business.
The commission decided tp suspend
temporarily the permanent improve
ment, of the county reads in order to
give the needed attention to all the
roads in the county before the winter
season sets in.
It was decided to have Supt. Stanley
to organize four paid squads of read
bands aud to supplement them with
such citizens who desired to work the

These four squads of hands will lie

the country roads will be gone over
and shaped up properly. Then the work
of permanent improvement will lie taken

The county of Clarke has a bonded
debt of $40,000 dne in 1902. No fund
has yet been provided to take np these
bonds on maturity, and the commission
is discussing plans for the creation of a
sinking fund each year to pay off these
bonds. This will be doue without rais
ing the tax rate
The commissioners will hold a called
meeting soon to determine exactly what
amount of money will be needed for ex
penses so that the county tax rate for
this year may be levied. It is not
tbjught that there will be any increase
over the present rate

Lieut. Clark, of the Third Georgia Regiment,
Makes an Assault.
The man who said “Now let the
d n cowards step out” has again dis
tinguished himself bv making an as
sault upon the newspaper correspondent
who exposed his conduct.
Lieut .Clark is second lientenont of
Capt. Davies company belonging to the
third regiment which was recently or
dered to Jacksonville from Griffin.
When the regiment left the corres
pondent was at the depot an^ was as
saulted by Lieut. 'Clark without warn
ing. Bystanders interfered and stop
ped the fracas in time to prevent serious
trouble.
At the popnlist primary Saturday in
Oconee county, Mr. Pink Elder defeated
Mr. Sam Cook by 23 votes and was de
clared gthe] populist nominee for the
legislature from Oconee county.
It has not yet been decided whether
an opponent to Judge Thrasher for the
senate will be pat ont by the popnlists.
