on :i subject yesterday that is sure to
stir up a sensation.
They passed a resolution directing
that the money received from the hire
convicts be divided out in a different
manner from what has hitherto been
tlie custom.
And as a result of their action the re
ceipts of the offices of city solicitor,
clerk of the Superior court and sheriff
will be somewhat curtailed.
Under the old plan of division, the
money received from the hire of con
victs was divided out among those three
officers in payment of their costs on
t hose cases and also in payment of a
portion of their insolvent cost lists.
Now their insolvent cost lists will
have to go without consolation from
thi* direction, and that money will go
direct into the county treasury.
The law relative to this matter is
found in Section 1097 of the Code, and
is a portion of an act passed in 1891. It
has been in force for seven years and is
as follows:
"When a connty hires out convicts,
will be considerable opposition. The
amount so received daring the seven
years runs up into large figures.
Solicitor Mell's contentions is that tie
correct construction of the law is -the
one followed np to this time and that it
is the same law as applied to fines and
forfeitures, where insolvent lists are
paid as well as the costs on the actnal
cases under review.
This will, of course, make an issue
and it will have to be passed on by
Judge Cobb, of the city court, who will
construe the law as applicable to the
matter under consideration.
The county commissioners passed
upon a number of other minor matters
of routine work.

preachers, one a Baptist and the other a
Methodist, have had each other arrested
on the charge of carrying conceal, d

And that’s not all. Two warrants are
ont against the propounder of Baptist
doctrine. He is charged with assaulting
the Methodist parson in addition to pull
ing his gun for the purpose of catting
short the earthly career of the believer

Behind all this there is an interesting
story wnich dates back some twelve
months since.
Rev. Ellis Pitman, pastor of the St.
Luke A. M. E. church, this city, and
Parson Willis Glaspy, who is a Baptist
preacher without a flock, are both mem
bers of the same order of Odd Fellows.
Parson Pitman is also the presiding offi
cer of an order known as the Household
of Rath, and Parson Glaspy wanted to
join but was thrice blackballed. This
cansed a rupture between the preachers
and Glaspy blames all bis troubles on
Pitman. The latter states, however,
that the Household of Ruth has a fe
male branch and that the women and
not he are solely responsible for Glaspy’s
inability to get initiated into the secret
workings of Ruth’s sacred household.
When Glaspy applied for membership
he was promptly turned down, not once,
but three times. This made him very
mad and he wanted revenge. He charged

The hew building at the State Nor
mal School is now occupied by the dif
ferent classes of that institution, and
the crowded condition will soon be
greatly relieved.
The rooms in the old Rock College
building formerly used for recitation
purposes, have been cat np into dormi
tory rooms and will be ready for nse
within the next few days.
The friends of the State Normal
School will make a determined effort to
have the legislature appropriate during
its present session enough money to
erect and equip another large bnilding,
as it is badly needed by the institution.
An effort will also be made to secure, if
possible, enough money to construct a
system of sewerage for the Normal
School.
There are now over three hundred I
teachers in attendance npon the Normal |
School.

including justices and constables, who
rendered services in such cases, and to
the witnesses fees, and the balance
shall be paid into the county treasury
for county purposes.”
Under the construction hitherto
placed on this law, the money received
from the hire of convicts went first to
the payment of all costs connected with
t he case, and the remainder went to
the liquidation of the insolvent costs cf
the three officers, the solicitor getting
the greater portion of the money, and
the clerk receiving more than the
sheriff.
The action of the commission yester
day puts a stop to this, and this remain'
dor will now go into the connty
treasury.
To illustrate the point, suppose a man
is fined one hundred dollars for selling
liquor and cannot pay the fine. Say he
goes up for twelve months and the
county receives $60 for him. Say the
costs in his case amounted to $30. Then
under the new construction of' the law

served on the Chicago police force for

a crisis was reached about five months
ago that came near causing one or the
stead of meeting instant death he was
treated to a first rate circus performance
as Glaspy only pranced around and
seemed all of a sudden to change his
mind about doing the parson up. Pit
man invited him to start the work of
anntihilation and instead of accepting
the invitation Glaspy apologozed and
got down on his knees and prayed for
the Lord to bless them both. This ended
the first chapter and as Parson Pitman
expressed it, as Sullivan said to Muldoon
in Chicago this is the last round.
