Washington. March 7.—The war de
partment has made an announcement
of the apportionment of 101 second lien-
tenants created by the army reorgani
zation bill among the various states and
territories. In addition there are twen
ty appointments at large. The appoint
ment is on the basis of population. The
apportionment for the sonthern states is
as follows: \
Alabama, two; Arkansas, two; Flori
da, one; Georgia, tljree; Kentucky,
three; Louisiana, two; Mississippi, two;
Atlanta, Ga., March 7.—Three men. North Carolina, three; South Carolina,
one of them a revenue officer, are in jail two; Tennessee, three; Texas, three;
at Clayton, Ga., charged with the mar
der of a white man named York, who,
it is claimed, was found dead, lying
against a tree in Rabun county after the
men had raided a distillery.
The men are Deputy Collector Virgil,
of Macon, and Dan Dover aud John
Eller, possemen, who immediately after
their arrest reported the matter to
Revenue Agent Chapman, of this city.
Colonel Chapman, upon hearing of
the matter Saturday afternoon, at once
sent Deputy Collectors Hetherington
and Martin to make an investigation.
The officers got to Cornelia Saturday
night and left immediately after the
storm, expecting to reach Clayton by
daylight Sunday.
The report of facts which they make
as having been gathered en route are as
follows:
The officers were raiding in Rabun
comity last Thursday. Dover was on a
hill above the distillery that was being
destroyed. ...
The officer Eaw three men approach--
ing, and called to Dover, who rail
toward them. -» •
The men fled, going over a mountain,
and the pursuit was abandoned.
_ The officer returned to the distillery.
A day or bo afterward York’s body
was found lying against a tree with bis
neck broken.
Th^re was no fight nor shooting. No
difficulty took place so far as could be
learned.
And upon this evidence the officers
were arrested, charged with the mur
der.
The above report is made by tbe At

gate the affair. ,
District Attorney Angler was in
structed today by the commissioner of
internal revenue at Washington to have
the case remoyed to the United States
court and defend the officers.

Although greatly hampered by the

fessor Hugh N. Starnes, of the Univer
sity of Georgia, has been hard at work
at the University farm.
His idea is that the first thing neces
sary to be done in Jus department is to
make the University farm a model farm
in every respect, so that it will stand as
a splendid object lesson to all the young
men who may come to the University
of Georgia to pursue the study of agri
culture.
Professor Starnes now has a large
botany class whom he instructs regu
larly in the class room, bat there are
only about a half dozen students talcing
agriculture Professor Starnes says that
before the number of stndents in agri
culture increases in any great degree, it
will be necessary to have the. University
farm a model farm in every particular,
and to this end he will labor.
Professor Starnes has been busy for
sometime arranging the horticultural
division of the farm. He will set aside
eight acres of the land to be devoted ex
clusively to horticulture. Quite a large
number of choice fruit trees have al
ready been planted and the orchard at
the University farm will be one of the
best in this section of the state when
Professor Starnes is through his work,
for he is one of the finest horticulturists
in the state.
As soon as the weather breaks and
becomes settled, work on the University
farm will be pushed forward rapidly.

Manila, March 7.—At daylight this
morning the enemy were discovered to
mount a gun across the river from San
Pedro and the Sixth artillery promptly
shelled the rebel battery. Temporarily
stopping the work, the enemy poured a
last Satuiday night The depot of the
G. J. 6k S. R. R. was nearly demolished
and the Oil Mill was considerably dam
aged. The roof of the depot was blown
away and the tank at the mill was
blown down.

Women.
Yesterday morning a negro woman
living on the lot of Mr. Edgar Levy on
Hancock avenne, stepped too near to
the fire in the fireplace in her little two
room house and soon her clothes were
in a bright blaze
The woman screamed out loudly and
Mr. Levy ran to the house to see what
was the matter. When he saw the wo
man wrapped in flames he went to her
assistance and helped extinguish the
flames.

hands badly. The negro woman was
badly burned, but her injuries will not
prove fatal.

Washington City Had Quite an Experience
Yesterday.
Washington, March 7.—After a balmy
bright spring day, the people of
Washington and vicinity awakened
this morning to find the city again clad
in a mantle of snoigy About 3 o’clock
this morning a blizzard-like snowstorm
started, and before 9 o'clock* the snow
was three or four inches on the level,
and in places was drifted to a foot
or more iu depth. The wind was
blowing almost a gale, and the snow
the early morning fell so rapid
ly as almost to blind pedestrians.
The temperature had a severe drop
from the mildness of the preceding day,
but was not extremely low. Street car
service was interrupted badly, and. the
force at the government departments
were greatly crippled by the storm,
keeping many persons, especially wo
men, indoors.

The Troubles Which Changing Government*
Brought Her.
The dusk-hued native of the Philip
pines was in a quandary, says a corre
spondent of the Toledo Blade, who has
probably never been in the islands. Ever
since the little unpleasantness had been
touched off on the island she had been
as busy as an attache of a day nursery-
She had loaded Mauser rifles, hustled
for the commissary department and had
built tier own fires while the hired girl
flirted with a drug store clerk. The
cupper-colored Filipiness had become
aweary of war and sighed for peace,
when she could go shopping without
dodging cannon balls and meddlesome
shells.
A battle was raging and she sought
refuge behind a tree and drew her cof
fee sack polonaise around her and medi
tated. She was a tyro in the fighting
business, hat she intuitively knew that
the tide of battle could go only one way,
and that was the defeat of the Filipino
atms. Then would come the United
States regulars, and with them canned
beef and army scandals. It was time
for her to hedge. She had carried off
the prize at most of the pedro functions
on the island, and her reflection in any
clear water where a Filipino had not
bathed for several moons told her that
she was passing fair, as beauty went in
that bailiwick

hunger gnawed her vitals her thoughts
turned for the nonce to boiled dog, but
she dispelled such thoughts, and then
arose and went back to her bark liahita-

that the possibility of Bailey being a
candidate for United States senator two

After some further discussion, the
house adopted the resolution by a viva
voce vote.

lively discussion in the bouse this after
noon over a resolution offered by Repre
sentative Wooten endorsing the action
of Congressman Bailey in protesting

Washington, March 7.—A cablegram
received at the navy department today
relative to the Philadelphia, which was
placed under orders to proceed to Samoan
after the outbreak of the recent trouble
there, says she sailed from Honolulu
February 23 for Samoa. It is about
2,500 miles across the ocean from Hawaii
and it is expected that the Philadelphia
is already in Samoa. She probably made
tbe distance in twelve days.
The Princeton, which is being hurried
to Manila to reinforce Admiral Dewey’s
fleet, sailed from Colombo yesterday.
