CLAYTON BUL WAR TREATY
Author Draws fhe Conclusion That
the United States It Assuming Sov
ereignty Over lloth North and South
America.
New York, Oct. 30.—David Mills,
minister of justice for Canada, has an
important article in the November num
ber of the Empire Review, enya The
Tribune's Loudon correspondent. Ill it
the Monroe doctrine and the inter*
ooeanio canal conditions under which
the Monroe doctrine was proclaimed
and the Clayton-Bnlwer treaty uego
dated are described in detail and the
conclusion is drawn that the United
States is assuming sovereignty over
both North nu,i South America, that'
it striving to restrict the commerce
other states for its own advantage, that
Canada will never be content to submit
to any other rule than tlmt of porfuot
equality respecting tbe canal and that
her interests must not be sacrificed by rise
United Kingdom for any consideration
Mr. Mills contends that the neutrality
of tho canal most be guaranteed as pro-
vided for by tho Clayton Bnlwer treaty
and that tbe United Kingdom matt not
yield to tbe demands of what be de
scribed as an ambitious and not over
scrupulous state to erect fortifications
upon the borders of a waterway and
take possession of it.
The real object of this article, con
tinnes The Tribnuo’s correspondent,
disclosed in the lost seven lines,
which reference is made to tbe aster
tion that tbe United States has taken
potession of Dyea and Skagway and has
refused to submit the matter to arbitra
lion. Mr. Mills does uot say, bnt clear.)
he thinks, says Tbe Tribune's oorre
spondont, that the foreign nations ought
to obtain a quid pro quo in Alaska on
the Canadian frontier for thu nbroga
lion or revision of the canal treaty.
