Chefuo, May 24.—The captain of a
Russian merchantman who left Tort
Arthur on May 20 and Is among tho
recent arrivals from Dalny says in an
interview that the whole ot tho Jap
anese fleet had not returned to Port
Arthur since tho 15 Inst, when, be
sides the battle ship Hatsusc, another
big vessel struck a mine and was
towed away disabled. Gunboats and
torpedo boats returned off port on the
20th, when the Russians succeeded In
sinking a small gunboat and two tor
pedo boats. The Russians are now
confident of holding Port Arthur with
the 3,000 men now stationed there, ex
clusive of tho navy and the crowds of
mechanics working on the damaged
warships, all of whom except the
Czarevitch and the Retvizan are ready
to rejoin tho flcc-t. Thcso will also be
ready for sea service by July 1st.
The entrance to the harbor has been
cleared and small boats now pass In
and out freely from Port Arthur to
Dalny. The guns on tho land side of
Port Arthur have been completed and
are now prepared for a sovoro contest.
Of tho fow soldiers left at Dalny the
majority have gone to Port Arthur and
the only defenses left there now are
the mines of the harbor. The at
tempt of the Japancso to land troops
In the Kin-Chou gulf on the 15th fail
ed owing to insufficient water to
float tho boats.
Several unsuccessful attempts were
made by the Japanese to land traps
at Tallen-Wan last week, It Is said. On
the way over passengers on the junk
just arrived heard firing In the direc
tion ot Port Arthur last night.
Tho Japaneso have reported to tho
consuls here that a wreck ia the Liao-
Tung gulf Is dangerous to navigation
and It is possible that this Is the other
ship said to have been damaged at
Port Arthur an tho 15th, as the Japan
ese fleet Is known to have entered the
gulf after the disaster of the Hatsuee.
Chicago, May 24.—There are too

church. His subject was "Practical
Education for the Masses tho Redeem
Ing Feature of tho Race."
There aro 35,000 negro men anil
women in Chicago today who ought

said Dr. Stinson. "Fifteen years ago

the education of the southern negroes,
but when the green, unsubstantial, Ig
norant herd of brutes of the south
came yelping up to Chicago, where
they have free liars, free stroet cars,
free hotels, whore they can go as they
please, talk as they please, tilings were
nearly turned upside down. Thcso
southern negroes are not aide to meet
conditions here. They aro Ignorant
and they are deceived. Tho bosi nc

telling these poor people the truth you
in Chicago urge them to come where

"I would urge the practical and sys

Americas, Ga., May 24.—A case of
sensational interest was placed for
mally before the superior court this
afternoon when an Indictment charg
ing George T. Sullivan, Dr. W. C. Bar-

son, with assault with Intent to mur

The evidence upon which the indict
ment rests was given by Miss Olivia
McLaae, a young girl here, well con
nected and highly respected, and for
merly employed in 8ulllvan’a jewelry
store. She charges him with respon
sibility for her troubles, and the Indict

If It directs attention to tho fact that,
practically unaided, she has been car
rying on this work for more than a
year, and tho fund Is not yet com

She would not he allowed to ap-

Tho custom Is well established for
every stato In whoso honor a battlo-
shlp Is named, every city In compli
ment to which a cruiser is christened,
to present the new vessel with a silver
servlco In recognition of the distinc

Georgia, a lamentable disregard of
the conventionalities recognized by
every other state in tho union, If
Geogla did not come forward prompt

It Is enough that bliss DuHoso

what they should do with a hearty
spontaneity.
