Georgia hy virtue of a charter Issued
to it by this Honorable Court pn Sep
tember 21, 1916.

That at a meeting of stockholders
duly called for the purpose a resolu
tion has been adopted by the affirms
live vote of the owners of the entire
capital stock of said corporation re
solving that said corporation shall sur
rendered Its charter to the State of
Georgia to be dissolved.
That said dissolution may be al
lowed without any Injustice to any
stockholder or any person having a
claim against said corporation.
WHEREFORE, petitioner prays:
1. That this court do fix a date for
the hearing of this petition and that
an order he passed that this petition
he filed In the office of the Clerk of
said Court.
2. That service of this petition be
authorized by publication of this petl
tlon and order once a week for four
weeks In the Weekly Banner of Ath
ens, Georgia.
3. That a date more than thirty
days from this date be fixed for the
hearing of this petition and that upon
said hearing an order be passed dis
solving said corporation and accepting
the surrender of the charter.

A. Todd, secretary of the Empire
Cotton Growing Committee of the
-Board ot Trade, has Just delivered to
the Textile Institution a warning of
the prospective world scarcity of cpt
tot? In the qear future and empha
sized the need for developing new
sources of supply, as well as experi
menting. with cotton substitutes.
After dealing exhaustively with tho
labor position In tbe United States
cotton growing areas, bad weather
and ravages by'boll weevil, as well
as the acreage position, the proles
sor said: “It Is obvious that we
are not going to get 15,000,000 bales
of cotton this year.” At home tt
seemed to him the consumers had not
yet felt the full weight of the high
cost of the raw material. Even in
America he did not see much sign ol
the consumer's Intention of doing
without cetton fabrics.
The statistics for America's domes
tic consumption for the first three
months of this year were on a basis
uncomfortably near to 7,000,000 bales,
a year. British consumption before
the war was nearly 4,000,000 bales
and the total American crop last year
was only 11.000,000. What was going
to happen wjien the rest of the world
—and particularly the continental
countries—woke up and began to de
mand more cotton?
By next year, he said, the conti
nental mills probably would be more
active than now and the demand in
creased and tbe Oriental demand
would also be much higher. So long,
as the workers and producers of tho
world were making so much more
did not see how the demand for cot
ton goods was even going to be sub
stantially reduced. The world was
not producing sufficient cotton
meet this'demand and was not likely
to do so unless some way was de
vised of making esd of even the low
est grades.
It was only a question of time, he
asserted, when the world would face
a scarcity of cotton and It was high
time, therefore, that something was
done to develop new sources of sup
ply, for even when they were found
they -would not be able to afford sub
stantial relief for five or ten years.
He was not sure that the time bad
not come for them to look around for
an efficient cotton substitute, for the
world was full of textile fibres which
had never bean exploited.

ing salaries for such officers.

authorizes the -legislature by special
act to put the county officers ot any
given county on salary*

vote, exported favorably the constitu

resentative Harry Strozler, of Bibb,

premo court, court of appeals, su
perior and city courts and municipal
courts bo appointed by the governor,

senate. Instead of being elected by
the people as at present.
