When People Feel. 1
. "When people begin to feel the tie.*
which hind them together an oitlrons,
and which attach them to the/ placo
W'hlch they Inhabit, when they under-
afand that their prosperity, their dig,
nlty. their happiness are hound tip
with the welfare of the city; whon
they learn to chorixh their home
town, tholr love for which unites with
and Intensifies their love for the na
tion, this expansion of civic conscious
ness Is not the least of the benefac
tions gained from the udoptlon of
comprehensive programs for future
civic development."
WHY THE PISTOL?
(Atlanta Constitution.)
Just why any peaceful, well mean-
In* citizen should persist in going
about his every day affairs with a mur
derous pistol hidden in his hip pocket
Is hard to, understand, nut, judging
from the dally news reports, many
of them do; and at altogether too fre
quent Intervals we read of a good
man's being laid low, or of having
killed or wounded somebody olse, by
the accidental discharge of his
weapon.
A case in point was roported In the
Constitution on Monday, In. which a
respectable citizen of Atlanta, ns the
news report stated It, “was painfully
Injured Sunday night when ho acci
dentally dropped his pistol on the
pavement while getting Into his au
tomobile."
"The weapon was discharged.” con
tlnues the report, "and the bullet on-,
tered his side. Ills wife was in the
automobile when lie was wounded.’’
Luckily the bullet in this instance
did not produce death, for It was
due only to a stroke of good fortune
that It did not kill the man. hU wife
or some other innocent person who
might have been within its range.
Why a citizen bent not upon mis
chief. hut only on peaceful business
or pleasure, starting out for an no
tomobile ride with his wife, should
be prompted to equip himself with .1
deadly firearm is one of the myste
ries of the human nature of the day
in which wc are living.
Kven in the evont of one’s being
waylaid by a robber a pistol affords
little protection, for th» highwayman
has every advantage by reason of the
victim’s being taken by surprise; and
In the majority of cases of that kind,
even If the victim is armed and gives
battle he comes out second best, and
It often happens that a third person
li hit by a wild-flying missile of
death.
Georgia needs a law prohibiting not
only the carry ing of deadly hip-pocket
pistols, but also the sale of them to
citizens not specifically authorized to
carry them; then, the rigid enforce
ment of that law!
Until such safeguards are thrown
around the public, human life In Geor
gia will continue to he cheap.

Federal Farm Loans.
The supreme court of tie* United
States has decided the federal farm
loan act constitutional, and it is un
derstood that district branches and
the Joint stock land hanks will re-,
sumo activities at once. This should
he a distinct relief to every agrlcu!
tural community.
Explanation has been made pretty
generally by Congressman Charles H
Brand, representative of the Eighth
Georgia district, through the press,
to how associations may he formed
among the farmers to makn loans
from these banks under the act avail
able. and what is necessary to do in
order to obtain them.
Several citizens of Clarke have In
terested themselves in the movement
and it Is more than likely that at least
one association will be formed here,
probably growing out of a farm bu
reau meeting to be held today.
One of the very great helps tlieso
loan associations can he is in trans
ferring from county hanks in many
localities mortgages to long time fed
eral loans.
Thus money will he released for
personal loans, and for the transac
tion of the current business of the
coming year. The farm mortgage
hankers, who have been credited with
leading the opposition against the fed
eral farm loan act. have an oppor
tunity, now. or purchasing the tax-
exempt bonds to bo Issued by the
Joint atock land banka and the fed
