Disputing authorities who insist
that the United States could not
possibly keep out of an FEuropean
war, Dr. E, M. Coulter explained
Roosevelt's foreign policy to me:n

“Keeping out of an European war
would be simple and not the im
possibility so many persons accept
it to be. As trade would probably
be the cause for the United States
to enter the war, the way to kecp
out would be to ecut off all connec
tions with Europe, It will cost far
léess to keep out than to enter be
cause of trade,” asserted Dy. Coul
ter. :
“Roosevelt’s foreign policy hos
been as radical a break from the
past as his New Deédl,” said Dr,
Coulter. “With the New Deal he
alsp began a ‘Good Neighbor Policy’
toward the New World countries.

a structure involving $227,075,397
in liabilities as of Jan. 1, 1937, in
cluding $181,651,784 principal and
$43,423,613 interest payments in
arrears.
