public aetivity in the state.

strong support for the position
taken by the commissioners. It
would obviously, be undesirable to
take the reins es local government
\out of the hands of the lolal author
ities and transfer them to the
state capitol. The functions of
rgovernment now lodged in the
counties, and other local subdi
visions, themselves are too close
’to the people to make it probable
that centralized: control would be
[uppmved by the puhlic.
Local Control
“1t is conceivable that theré are
some ' functions of government now
heing performed by local unite
which could be administered more
efficiently and economically by the
state government, but certainly the
greater part, of the work of local
governments can be best perform
ed by them. If, as the gounty com-.
missioners feel, these functions of
ihe local governments are endan
gerd by the proposed program of
the speclal tax commission it is
unwise and unsafe,
“Developments in national gov
ernmental affairs of recent years
have resunlted in much breaking
down of state lines. The national
government today exercises ex-«
tensive influence over state ad
ministrations. ;
“Under this condition the trans
fer of the functions of county, or
other loeal governments, to the
state would, in effect, mean a-fur
ther increase in the centralization
of all government—national, state
and local—in Washington.
“Regardless of the ideals behind
the move towards centralization of
government, it is impossible for
Washington, or even a state gov
ernment, to direct the affairs of
individual communities as well as
they can be administered by local
officials. _Problems in different
sections of the country: vary wide
ly and rules and regulations which
might be desirable in one part of
the country, would be utterly bur
densome and ‘inequitable in an
other.
“It is neecessary that, in things
which affect their daily lives, the
neople not only shall be close to
authority, but that they take part,
in as great degree as possible, in
their own public affairs. Thus is
good citizenship built and thus is
training in public. service acquired.
“If the proposals embodied in the
tax commissipn report make pos
‘gible coneentration of governmenf
activities to too great an extent in
the same government, it should be
rejected, as the county commiss
joners demand, or at Jeast modi
fied in such degree as to remove
every possibility of such central
izing effect.”
