these general presentments as fol
lows: 1
SCHOOLS
We find the school buildings in
the county in goed condition as a
whole, excepting certdin minor re
pairs which are mow receiving at
tention. The roof at Gaines Acade
my, however, is in bad shape and
will need considerable patching or
new roof to stop the numerous
leaks. There is need for additional
shelves in the office of the County
School Superintendent on which to
keep the gchool books on hand as
they are now being piled on the
tloor.
The Grand Jury at the October
Term, 1937, recommended that the
County Commissioners assist the
School Boarg in repairing or re
placing the roof of Gaines Acade
my; they also recommended that
the shelves be built in the County
Superintendent’s room. These rec
ommendations appear to have been
ignored. Wle again urge that this
roof be repaired and these shelves
be built.
The County sSchool Superinten
dent has made a very -omplete and
compprehensive report which is at
tached hereto.

to go over all school bus routes as,
they deem the safety of these
routes of first importance. It is
recommended that the County
‘Commissioners have the county
forces go over all bug routes, top
soiling ‘all stretches that become
slick after rains as well as clearing
out ditches ang culverts,
In case of dangerous gulleyg
along the road side, these gullies
should be filled in and stone ditch
checks constructeq to prevent fur
ther erosion.
We recommend that the road
leading to INewton Bridge be top
soiled and widened where neces
sary. We especially call attntion
to the bridge, which we consider
somewhat dangerous. The places
we consider necessary of widening
and top soiling, we have wcalled to
the attention of the County Engi
neer who was with us at the time
of inspection. G
We further recommend that the
/Athens - Commerce road be top
soileq as soon as practical.
Wie recommend that the Cleve
land road in Bradbury District be
top soiled and wideneq where
necessary. Wie recommend that the
Barnett Shoals road be given simi
lar treatment,
W think it would save the
County money and be very econom
ical that ag many of the county
roads as possible be scrapeq after
each rain,
\ PUBLIC BUILDINGS
The court house and jail found
to be in a good and sanitary con
dition, The icook room of the jail
was in excellent condition ang we
commend the sheriff and his
deputies for its condition.
The tuberculosis sanitarium needs
some of the screens on the windows
and doors repaired. We find some
of the sash cords of the windows
broken. The roof is leaking very
badly, which is causing damage to
the Dplastering. The radiators are
in bad condition anq cannot be
opened or closed to control the
heat. Wle recommend that these
things be remedied at once. We
find the beq rooms, dining room
and kithcen in good sanitary con
dition and we commend the au
thorities in charge for the neat
ness of the premises.
' The convict camp and county
farm were found to be in first class
condition. The convicts are being
well cared for and properly fed
and all of the buildings are in
good sanitary condition, We find
gooq live stock on hand and a good
supply of vegetables on hand. Wi
find the roof on the guard house
leaking and the warden’s home
in need of repainting. We recom
mend that this be done at an early
date. Wl take this opportunity of
commending Mr. R. L. Estes and
lhis assistants for their efficient
and able manner in looking after
the county farm.
We find the General Hospital in
a good sanitary condition, however,
we feel the annex for kcolored peo
ple should be repainted. We com
'mend the authorities in charge of
}the hospital for the neatness and
sanitary condition of the building
and premises,
TAX RECEIVER, TAX COLLEC
TOR, ORDINARY, TREASURER,
SHERIFF AND COUNTY
CLERK
An examination of the books in
the Tax Collector's office reveal
that our Tax Collector is' handling
his work in a very efficient man
ner. The books were audited Oc
tober 2, 1937, and we find the re
port to be very satisfactory. We
urged that due diligence be used
in collecting past due taxes.
An inspection of the records of
the Tax Receiver show these rec
ords to be neatly and kept in a
very orderly manner and we com
mend the personnel of this office
for their work.
The committee to examine the
records of the Ordinary, the Sheriff
and the Clerk of the Suprior Court
made the following report which
we incorporate in these present
ments:
“In view of the fact that the
County has adopted the policy of
having expert accountants make
audit of its affairs annually the
committee did not deem it neces
sary to check figures.
The officers occupying each one
of the offices very courteously
placed at our disposal the records
kept by them. The records examin
ed by us seemed to be neatly and
efficiently kept. It is the opinion
of this committee that all matters
handled by these officers are rec
ordeq accurately and in a legal
manner.”
An examination was made of the
records of Mr. E. I. Smith, County
Treasurer. These records appear to
be in proper order and neatly kept
ang reveal that on March 31, 1938,
the County had a balance in the
bank of the sum of $149,600.77.
This balance was checked at the
two local banks and found to be
correct, ‘AI copy of the Treasurer's
balance sheet is hereto attahced.

made. As far as we are gble to
ascertain all entries therin are
correct.
COUNTY COMMISSIONERS
REPORT
‘W had before us a detail report
from the County Commissioners
office which is hereto attached. In
the presence of this body bonds in
the sum of $38,000.00 and interest
icoupons in the sum of $12,575.00,
a total of $50,575.00 were burned,
the same having been paid off and
liguidated.

COUNTY WELFARE BOARD
We have not made a thorough
investigation of the County Wel
fare Board activitles —we leave
this to the succeeding Grand Jury.
Wle do commend, however, that our
Commissioners do mnot appropriate
more than ten per cent of the costs
of benefits and administration as
provided by law,
In view of the fact that a num
ber of the recommendations made
herein, especially in regarg to
county property, were likewise
made at the October Term 1937
and were not acted upon by the
County Commissioners, we recom
mend that the Clerk of this Court
furnish the Clerk of the County
Commissioners a. icopy of these pre
sentments with the request that
they be read at that body at their
next meeing.
‘We recommend that the Clerk of
this body be paig SIO.OO additional
compensation for his services.
We recommend that these pres
sentments be published in the
Athens Banner-Herald.
Before adjourning, we wish to
