Removal And Eviction Rent Rules
Are Amended, Effective The 15th

’ The ~ent regulations relative
to removal and eviction of ten
iants‘ have been substabtially
amended, effective Septembr 15.
In cases where an owner land
lorg desires to remove a tenant
a notice is required to be given
the tenant of not less than ten
days and the landloxd must state
tha he has an “iminediate and
compelling necessity’ {o re-oc
cupy the premises as a home for
himself. In cases where the own
cr has served ip the armed forces
he is requi~ed to give notice that
he in good faith desires possess
ion for his own occupancy.
In all cases where the owner
desires to remodel or alter hous
ing accommodations, or to ce
molish accommodations, occupied
by a tenant, he must file a pe
tition with the Area Rent Direc
tor and set out al} the facts, the
tenant is then serveq with' a
copy of the petition and given
an opportunity to be heard. be
fore he can be removed for this
purpose.
- Heretofore when a purchaser
cegired possession of @ ptoperty
cecupied be a tenant, the tenant
was given three months within
which to find a place to move;
this time he has bee; extended
to ‘six months, unless it can be
shown that equivalent accommo
dations are -available for tlie
tepant, or that unustval hard
ship would result by the waiting

cases it must be shown that at
least 20 per cent of the pur
chase price has been paid in
cash. If the purchaser shows in
his petition that he has served
J. F. Hadaway Chooses Classic City
To Begin New Auto Credit Company
The intelligent looking gentle
man leaned forward in earnest’
eagerness as he told the reporter,
“We picked Athens from a choice
of any city in South Carolina and
Georgia to set up our business
because we feel that the town is
going to 'grow and prosper and
we like the climate and the air
of friendliness here.”
The gentleman in question was
Mr. J. F. Hadaway, from Savan
nah, who has just established one
of Athens’ newest concerns, the
Auto Credit Company. Mr. Had
away has located himself in a
neat, orderly appearing office,
‘with an atmosphere of congen
ialily, at 230 Nerth Lumpkin
street. His company is a branch
of the General Finance and In
vestment Corporation, out of Au
gusta, a strictly Georgia concern.
“We will specialize,” said Mr.
Hadaway, “in the financing of
“automobiles, new as well as used,
and make loans on automobiles.
We will endeavor to render an
efficient service to the citizens of
Athens. I'm sure I can carry out
that purpose because of my prev
ious experience in this line. ¥or
the past three years, I have been
connected with the Seutheastern
Shipbuilding Corporation in Sav
annah and was district manager
for C. F. 1. there.” |
Mr.. Hadaway has lived an in
teresting life of varied experien
ces. He attended Georgia Tech
for two years and received his
degree in law at Woodrow Wilson
Law School. He was admitted to
the bar in 1933 and practiced law
for two years in LaGrange, his
native -city, and was connected
with the law firm eof Dillon-Cal
houn & Dillon, in Atlanta, for
three years. His real purpose in
securing a law degree had been
to pursue a career as a foreign
correspondent. He gave up his
’legal practice because, “I really
- didn’t have a great deal of inter
‘est in it.” Mis career as a,corres
| pondent was foiled, he said, when
he found that he could not mas
’ter foreign languages. So he
turned to the line of business
’which he now follows.
The University of Georgia is
held in high esteem by Mr. Had
away, and he spoke well of the
school, saying, ‘“Wherever you
find a college town, you'll find
that the people speak well of the
Unyiersity and the name it has
made for itself among southern

These are impo-tant amend
ments to the regulations and fur
ther restrict the right of land
lords to zemove or eviet tenaats,
and also gives returning veterans
freedorn from undue restaint in
re-occupying rented lhomes and
in purchasing homes. .
The rent regulations do not
give any one the right to remove
or eviet tenants. These rights
must exist under the State law.
They must be exercised howev
er in conformity to tlie rent reg
ulationgs which provides that no
tenant shall be removed or evic
‘ted by coutt process or otherwise
except upon written notice to
‘the tenant stating,a ground un
cder the regulations authorizing
the remova) or eviction, includ
ing non-payment of rent, and a
copy of this notice must be sent
the Avea Rent Office within
twenty four hours aiter the no
tice to the tenant.
Changeg in tenancy should be
fileq promptly. The penalty for
cvercharges in $25.000 for each
ove-charge or three times the
amount of the overchaxge, which
ever is greater, and the tenant
has a right to sue for this penal
ty independent of the rent office.
The reasons for rtent control
are ag cogent, if not more sp,
now than ever before. The infla
tionary period was after the last
