Getting back to the tax exemp
tion for those who worked in the
possessions:
Worked in Guam
Here’s a Red Cross man who
worked the first nine months of
1945 in Guam and the last three
back in the United States. He
pays no tax on his salary for
those first nine months. But he
must pay tax on the salary for
the last three.
Suppose, in addition to his sal
ary, he received monthiy rent

United States. He’d have to pay

This tax law was passed before
we ‘entered the war. It saves peo
ple who work in the possessions
from double taxation: United
States taxes and taxes collected
locally by the possessions.
It won’t be much benefit to the
Army and Navy enlisted men who
worked in the possessions. The
service pay of enlisted men is tax
free anyway.
Officers will benefit. Only the
first $1,500 of their service pay is
tax-exempt. But all their service
pay is tax-free for the time they
worked in the possessions.

Pulse Of Spain Is Highway From
Madrid To Ancient City Of Toledo

MADRID, Jan. 31—You have not}
felt the puise oif Spain until you
have traveled the broad highway
from Madrid to the ancient city of
Toledo—not that Toledo itself is |
any gauge, for it is. largely a |
record of the past, but along this
road you get a measure of Span
ish tempc and economic position.
It is an altogether fascinating
and illuminating . experience as
Mrs: Mae and I found on making
the 57 mile trip southward from
Madrid by motor. The Toledo
road takes you with startling ab
ruptness from the thronged streets
of the capital into the broadly
rolling Castilian Plain where, as
‘for as the eye can reach, there
stretch out before you highly cul
tivated farmlands. 5
There are great areas which are
‘sown to "barley and wheat, in
i terspersed with big fields of vege
‘ tables ‘from which Madrid gets
{many of its supplips Sgatttred
"'across the plains are green groves
of olive trees and almonds and
{vineyards. ;
Intensive Farming
l It is a picture of intensive far
fmin,g and as tidy an agriculturai
'scene as you would find. Scarce
ily a foot of ground is untilled and
[the furrows from the winter
i ploughing stretch away for miles
in rows so neat that they seem to
{ be 'laid out by instrument.
All of this fits into the esti
mate of the other European coun
tries which remained neutral dur
ing the world conflict. This does
not mean, of course, that Spain is
Inot having her troubles—for she
is but relatively speaking she is
Inot so badly off, as things stand
cn this war battered continent.
Maybe your globe trotting cor
respondents are over imaginative
but the Toledo Road and the Cas
l tilian Plain seemed to tell us more
than that.The world has come to
'think(_of Spain_as a dreamy land
oi ‘tomorrow where life moves
"slowly. Yet there in these well
tilled lands are the concrete evi
dence of hard and active work.
Indeed, as came lback to Ma
drid from Toledo in the twilight,
farmers stil] ploughed their fields.
The Toledo Road does remind
one, however, that Spain is taking |
her time in moving into the me- |
chanized age. Along this highway'
which is one of the main arteries
of Spain, there is a curious ming
ling of the old world and the new.
