“Hartley Amendment’, seeks to
create a twelve man constitution
al board of public welfare, cloth
ing the board with the authori
ty to “elect” a director es pub
lic welfare. Under the terms and
provisions of the proposed
amendment neither the Welfare
Director nor the board are sub
ject to Senate scrutiny and con
firmation.
The State Democratic Conven
tion, composed of thousands of
delegates from ever county jin
Georgia, met and unanimously
adcpted a strong resolution con
demning the proposed constitu
tional amencrzent and has called
on all loyal Democrats to aid in
its defeat at the polls.
_ Governor-nominate Talmadge,
who is now titular head of the
Democratic party of Georgia, hés
issued a very revealing statement
setting forth the dangers inherent
in the adoption of the “Hartley
Amendment”. Mr. Talmadge's
statements follows:
. “The people of Georgia from
the mountains to thy sea will be
called upon to decide an issue
which is very vital to the old
folks, the mentally sick, the
crippled children and others who
are Jderendent upor (Georgia'm
Department of Public Welfare
for aid and assistance.
The issue which you will have
to decide is one lone amendmient
which is up for a vote on Tues
day,. November sth. If the pro
posed amendment receives a ma
jority of the votes cast in the
General Election, it wil] become
a part of the Constitution of
Georgia and will not be subject
to change without another
amendment which would have to
be voted on at great expense.
“During the recent campaign I
stated from every stump in Geor
gia that the present Director of
Public Welfare should be re
moved from ofice. This was a
part of the platform upon which
I was elected. During the cam
paign I received hundreds of let
ters from people al] over the
state criticizing the action of the
present Welfare Department. If
the administration of this De
partment has not improved dur
ing three and a half years of the
present Director’s tenure in of
fice, it cannot be presumed that
the function of the Department
will improve if he 1s allowed to
continue in office. It will be im-
Ppossible to effect’ the necessary
changes in this Department if
the present Director remains at
its head.
“I urge all Georgians who arel
interested in seeing the condi—l
tions of our old people improved,
to go to the polls ot November sth
1946, and vote againsi i% only !
constitutional amendrient which
will be voted on at this time. !
“I said during the campaig‘nJ
and I say again now, that the ;
Department of Public Welfare is |
over-burdened with high salar- |
ied employes and officials and
that much of this inoney should
be going to the benefit of the
aged and the.infirm. These high |
salaried officials are doing more
harm than good. They spend !
weeks and months in’ investigat- l
ing and visiting among our old '
people but render very little as- |
sistance to them. The present |
Director is drawing a salary of |
$7,000.00 a 4 year and expenses. '
“T'urther, the present Director
has injected the Department in
to partisan politics and is the
same man who issued a false poll
during the campaign claiming
overwhelming victory for his
candidate.
“If the administration of the
Welfare Department is to be im
proved, it will be necessary to
remove its present head' fram,
office. Consequently, I urge ev
eryone to go to the polls and
vote against the one constitution
al amendment to be voted on No
vember sth”, i
