WASHINGTON.—The National
Committee for War Widows has
iust made public plans for a pro
posed living memorial to war
widows in the form of a large
combined multiple - housing, ho
tel and farm project in each
state.
Mrs. Lillian Richards, widow of
1 veteran and: chairman of the
committee, says the first plans
were drawn specifically for a
project to be erected on a 10-acre
site near Annpaolis, Md. The

Hughes of Baltimore, retired dia
mond merchant. |
The committee, which has its
headquarters in Washington, has
jaunched a nation-wide campaign‘
for donations of land in all states
on which to develop projects
similar to the one under consid-i

The model plan includes con
struction of a colony of eight
unit apartment buildings, housing
war widows and dependents, a
300-unit public hotel, space for
dairy and farm projects, all oper
ated by war widows to make
them self-sustaining.
Mrs. Richards says the plans
were drawn by Julian Holland, a
consultant archietct of New York
City.
A bill, sponsored by Senators
Ferguson (R-Mich.) and Downey
(D-Calif.), to permit incorpora
tion of the National Committee
of War Widows has been intro
duced in Congress and referred
to the Senate Judiciary Commit
tee.
The object of the corporation,
as stated in the bill, is to per
petuate the “honor bestowed on
the members-of such corporation
by having been called upon to
give their husbands in the serv
ice of the nation.” ;
Its purpose also is to create
ways nad means of aiding war
widows in obtaining jobs, sup-
porting children ' and securing‘,
homes, insurance, legal and med-’
ical aid. \
Mrs. Richards estimates there
‘are some 360,000 widows of lali
‘wars in the United States, in
cluding seven whose husbands,
died in the Civil War. There are,!
she says, about 450,000 children |
of war dead. ‘
Many of these are in dire fi-'
nancial straits and need immedi- |
ate aid, Mrs. Richards says. She!
is a metal designer and says she
has contributed the roylaties!
from one of her inventions to-'
ward promoting the the wdiows’ |

Funds for constructing the]
proposed projects on land which
the committee hopes will be do-|
rniated by concerns or individuals |
in the various states would be]
raised through foundation mem
berships and the sale of blue
morning glories — emblem of the
organization. .

INCREASED
IN ATHENS AREA
Increasing costs of construection
will result in rental increases of
Athens landlords who make major
capital improvements on present
housing units or create new units
through conversions, William M.
Murray, Area Rent Director said
here today.
The new proce®ure, which
went into effect June 1, raises
from $4 to $5 te additional
monthly rental allowable, as com
pensation for higher construe
tion costs, for each SI,OOO spent
the director explained. The pre
vious $4-per-thousand allowance
was set last December, Mr. Mur
ray said, adding that increases
in construction costs during the

“Landlords who create new
units by conversions of present
structures will take this increas
ed allowance into consideration
in registering their first rents on
the new units,” Mr. Murray ex
plained, adding that such “first
rents” are subject to review by
the office. j
Landlords making major im
provements must petition the
rent office before putting any
allowable increase into effect the
rent director pointed out.
“With our present serious
housing shortage, this increased
allowance should serve as a spur
to landlords in hastening con
version of existing houses to
provide additional rooms oOr
apartments,” Mr, Murray pre
dicted.
Among “major capital im
provements” that might qualify
landlords for the increased rental
allowanc, are insulation, mod
ernization of bathroom or kitch
en, rearrangements of interior
layout, addition of a new room,
