GCOVERNMENT BIG STICK
pOISED IN COAL STRIKE
W ASHINGTON, Ij‘eb. 18. — (AP) — The government
feld its big stick poised over the nationwide soft coal
strike tonight, clinging to the uncertain hOpe of a general
haclk-to-work movement on Monday,
The United Mine Workers’ biggest local voted an al
most-unanimous “no” to John L. Lewis’ twice-issued or
ders to dig coal. Members of at least two other locals
«alked out of meetings without even voting,
TS LR
President Truman’s coal advisers
gave up hope of a week-end con
tract agreement. They recessed the
talks in their fourth day, saying:
‘We are not making the progress
we hoped for.” :
They told Mr. Truman sO, in an
oral but official reéport. They
voiced belief, nevertheless, that a
“gyeat many miners” will report
for duty unnder the instruetions
wired by Lewis to all locals lasti
night.
<o the government stayed its
hand for the present. It can seek
contempt action against the 370,-
000 soft coal workers for striking
last Monday in defiance of a fed
eral court’s stop-strike order, This
might end in another huge fine on
the union’s treasury. ‘
Ingtead, the White House chose to
see whether Monday will bring
resumed production to build up the
nation’s tast-dwindling coal re
cerves, now down to a critical ten
day average supply.
New York State, already under
coal rationing, prepared to enforce
a 2 “brownout” on unessential non
home lighting tomorrow. New cut
pbacks in steel production took ef
fect, and more workers were laid
off for lack of fuel.
IN MEMORIAM
In memory of our darling hus
band and father, J. T. Shepherd,
who passed away two years ago,
February 19th.
Two long years have passed since
that sad day :
When one we loved so dear was
taken away.
But in a land of joy and beauty
Fairer than any tongue can tell,
Just across that shining river,
Vou have gone to dwell.
We'll meet you over yonder,
In that land so bright and fair.
There we'll know no more SOlTrow,
And there will be no parting
there. ;
Sleep on, O blessed loved one,
Free from pain, and free from
care,
And when our work on earth is
ended
gome glad day we'll meet you
there.

Drastic Action 1
Federal offiicals privately agreed
that drastic action could not be.
delayed many days longer. It is
possible this may be sought on
Monday, when Lewis and mine
owners must appear for a hearing
before Federal District Judge
Richmond B. Keech.
At that hearing Keech will de
cide whether to change his week
old temporary order into an 80-
day “national emergency” injunc
tion under the Taft-Hartley Aect.
The government could seek, at
the same time, a contempt of
court citation for failure to obey
the present order. But there was
no unusual activity at the Justice
Department, and it appeared the
government would wait and see.
Congress Message
The White House ruled out one
other possibility—a message to
Congress asking authority to seize
the coal mines. Press Secretary
Charles G. Ross said Mr. Truman
has no intention of asking seizure
powers.
So the biggest news in Washing
ton was the news from the coal
fields. It was almost all bad, from
the government’s standpoint.
Eight hundred of the 1,500 mem
bers of the Robena local at Mason
town, Pa., sat silently while an of
ficer read Lewis’ plea that they
return to work “for the welfare of
thledunion.” Then the miners were
told: .
“The men that want to go back
to work stand up.”
Only two men rose to their feet.
Other locals were meeting and
voting all over the country. The
first two to assemble read the
Lewis telegram, then marched out
without voting. These were at
Colver and Johnstown, Pa., and
have 1,300 members. Their ac
tion meant: No work for them
Monday.
