That time she helped organize
the Better Government League.
In 1934 that group elected its own
slate of candidates, which favored
a revision of the city charter to
allow the city manager to do his
administrative work without po
litical manipulation.
Then the citizens sat back, and
a year later Welsh and McKay
moved back into power.
Dorothy Judd went back to her
League work. Two. years ago she
began holding evening meetings
with 15 young couples to study the
problems of the city’s schools and
government. The group grew, and
became a new organization—Citi
zen’s Action. :
CA’s new power—which didn’t
die this time—was touched.off last
year when the city manager was
summarily dismissed for refusing
to take dictation from the machine
in the appointment of a city as
sessor. In three weeks, CA got
27,000 signatures on recall peti
tions—sure proof, says Mrs. Jucd,
of the dissatisfaction that had been
growing for 15 years.

Welsh was recalled, and a bitter
campaign began. Th e machine
charged that CA was run by “un
seen forces,” by a woman whose
‘husband was about ta diVorce her
because she wduldn’a: up the
fight. Actually, Mrs. d’s hus
band, Siegal, a pro t attor
ney, was contributing his - legal
advice and ideas and strategy to
CA from its beginning.
“My husband and I never had
so much fun together,” says Mrs.
Judd. The rest of the family was
in it, too, with her daughters and
her father, who had served rs a
city commissioner durfig the
brief 1934 reform, all lending a
hand.
When the votes were counted,
Citizen’s Action had elected its
candidate for mayor and four out
of five city commissioners. CA
directors ruled themselves out as
candidates, although her admirers
think Mrs. Judd has just about
everything it takes to be a candi
date for any office.

Right now she's catching up on
a few things she had Yo skip as
full-time ynpaid executive direc
tor of the CA. She'’s redecorating
her house, baby-sitting with her
gandson, and seeing friends at
a.
She didn’t forget that civies
book, either. She got around to
that in 1948, working mostly from
five to seven in the morning to
write one called “Our City Gov=-
ernment,” which has been praised
by the National Municipal Review
as a model of its kind.
~ Citizen’s Action isn’t coasting,
however.
“My job is only begun,” says
Mrs. Judd. “It takes someone
plugging away behind the scenes
to keep a movement like Citizen’s
Action alive. If it folded up now
the old boss would elect the next
city commission.”

Gauss Loper has a full rigged ship
mounted inside a five-gallon water
bottle. He has another in a one
eighth-ounce bottle so tiny his
wife wears it as a pin. He has
more than a score of miniature
brigs, barques, barquentines, bri=
gantines and schooners mounted in
bottles of intermediate sizes.
Loper both makes and collects
models of famed sailing ships, all
in bottles. He plans to create.a
fleet of the various types of sail
ing craft. “They’ll last a thousand
years,” he says. “That’s one of the
gratifying things about this work.”
