is oddly contradictory. The UN'’s
headquarters are in a low-lying
buff brick factory built during

globe. Exotic dress and unfamiliar
tongues go* unnoticed. Signs are
in both English and French.
Only the lounge, the eating
places, the lobbies, a few key of
fices and the working chambers
show @ny effort to disguise the
bare factory. The Security Coun
cil chamber looks like a modern
radio studio.
The council members range
themselves around a semi-circular
table. They're hmi?%s time to
act on a resolution that will stif
fen the TUN's stand against the
North Koreans.

resolution is carried with the sev
en votes prescribed by UN rules.
The performance seems rather cut
and dried to the hundreds of spec
tators who came to watch_ this
fight for peace,
But, like the work done in our
own Congress, the real labors took
place earlier. Representatives on
the council, which as the peace
preserving agency is the UN’s
heart, have hammered out their
differences in repeated comings
and goings among their Manhat
tan offices. The sxnogrthlyfadopted
resolution is the fruit of three or
four days’ hard negotiating.
Not always can the council pro
ceed so effortlessly. The UN is
not a world government, not an
entity in itself. It's a collection of
independent countries searching
for a common ground on which to
build peace. It moves only at the
