WAGE SCALE IN CARIBBEAN

WASHINGTON — Minimum

mair mnd.
That is the *“convinced” con
clusion of a recent gygvey by a
cubcormnmittee of the Committee on
Education and Labor of the United
Stoies House of Representatives.
The subcommittee, after on
the-epet investigations, reported
“thet the imposition of a statutory

at the present time to industries in
Puerto Rico and the Virgin Islands
would seriously disrupt the econ
omies of these islands and cause a

after the plane has gained alti
tude by being towed or launched
by a winch. Searing is an advanc
ed form of gliding, in which the
pilot takes advantages of wind,
heat currents and thermals to stay
along for a long time.
Gliding got its first boost to pop
ularity in Germany after World
War I, when Germans were not
allowed to fly power planes. Stein
hauser, who learned his skill in
German Air Force were blider
zen, figures 95 per cent of the
German Air Force where glider
pilots before they learned to fly
with power.
Similar Programs
France and England now have
l similar programs, with most of the
students 15 to 10-year-old boys.
“The reason they are trained so
young is to find out if they will
make the grade in airplanes,”
Steinhauser explains. His young
est students are Charles Leibfritz,
14, of Chicago, and Ralph Fritch,
17, of Mundelein, 111., and he thinks
all hopeful fliers ought to start
that young in gliders.
The Civil Aeronautics Author
ity recognizes the idea, too, and
allows glider time to count as
half the power solo time required
for a private license.
Despte this encouragement,
there are less than 1000 licensed
glider pilots in the U. S., and only
25 of them are women. One of
these is Miss Margaret Hayes, of
Chicago, only woman glider pilot
in the mid-west. At Half Day, she
has plenty of gliding tips to pass
along to the students who never
flew before without engines.
cents or below.
Big Increase Cited
Other industries cannot support
a 40-cent rate, the group contend
ed. The special industry commit
tee for vegetable, fruit, and nut
packing unanimously voted 30
cents to be the highest rate that
could be paid. |
That figure “represents almost
a 100 per cent increase over the
rates presently in effect for the
various branches of this industry,” ]
the congressional subcommittee
found. |
“In view of the critical naturei
of the present unemployment
problem, and the outlook for a
rapid increase in the working force 1
without a corresponding increase
in employment opportunities, the
subcommittee cannot with a clear|
conscience recommend a statutory
minimum which would result in
the curtailment of employment |
opportunities.
e subcommittee had com
pleted its work just ahead of the,
Korean crisis, but the immediate |
changes that crisis is imposing on |
the insular and mainland econo
mies are not expected to change
the subcommittee’s views or em
phasis.
‘Desirable Objective’ |
The group did say: “We recog
nize that 75 cents is a socially de- |
sirable objective in minimum
wages, and we are in full agree
ment that this rate is a thoroughly |
practicable ene for mainland in- |
dustries.” 1
However, the only hope for the]
islands, in the view of the sub-'
committee, was to have a review
of the wage orders every two years
to see if the 75-cent level can be
approached.
The committee also cautioned
Congress to keep an eye on tariffs
which affect Puerto Rican indus
try. Although low, the Puerto Ri
can levels might not be low enough
to compete with products from the
Orient if reductions were nego
tiated under the Reciprocal Trade
Agreements Act.
The subcommittee compliment
ed Puerto Rico for its industrial
ization program to meet the “pres
sure of population.” But it warned
against injudicious tax exemptions
to attract “run-away manufactur
ers” from the mainland.
Views on Virgin Islands
Als), the House group encour
aged the move to “dovetail sea=
sonal employment in Puerto Rico
with seasonal employment on the
mainland in order to achieve as
much of a year's work as possible
for Puerto Rican agricultural la~
borers.”
Turning to the Virgin Islands,
the report noted the *imited” re
sources there. It recommended
giving the federally sponsored Vir=
gin Islands Corporation “adequate
authority” to “engage in whatever
activities are necessary to.restore
the economies of these islands. For
example, it appears that a small
expenditure for the purpose of
developing earthen dams would be
of enormous aid in restoring agri
culture in St. Croix.”
The subcommittee backed the
recommendation of Gov. Morris
de Castro of the Virgin Islands
that Congress return to the islands
the internal-revenue tax collected
on island merchandise, principally
rum. now sold on the continent.
“This return,” similar to the
systemb for Puerto Rico, “would
reduce the islands’ dependence
upon federal appropriations and
would also enable the Virgin
Islands Government to undertake
a number of programs which
would place the islands on a
sounder economic basis,” the re
port concluded. (Christian Seience
Monitor).

FRAZIER PARK, Calif. — A re
tired construction worker and his
wife are grubbing gold ore—some
of it worth $240 a ton—from. a
shaft sunk almost 200 years ago
by Spaniards and Indians. |
Working his own mine is a
dream come true for V. F. Bag
gett, 53, who worked 25 years in |
the construction department of
20th-Century Fox studios to save
enough money to satisfy his am
bition.
He took a three-year course in
minerology before he headed into
“the hills for good. He staked his
first claims in death valley before
World War 11, but had to aban
don them when the Navy took over
the area.
Lost Mine
Then, through a Bureau of
Mines official in Los Angeles, he
heard a tale of lost mines on Fra
zier Mountain — 50 miles north
west of Los Angeles in the Los
Padres national forest. Legend
says that gold from these diggings
supported and maintained several
early Spanish missions. Baggett
says one old timer told him In
dians, bearing heavy ore baskets,
trudged over the mountains to
Santa Barbara and Ventura where
the gold was loaded on ships.
When white men followed the In
dians home the redskins invariably
disappeared. .
Baggett staked elaims, bought
300 acres of land and brought in
machinery over mountain trails.
Designating Mrs. B. as superin
tendent, one half the work crew
and chief of the fireworks (he is
allergic to dynamite), he started
working the dump of one of the
three known Spanish mines near
by.
Mine Portal
After three months the couple
unearthed the portal of the mine.
Inside, they saw a shovel leaning
against a rock. In fresh air the
blade quickly disi.tegrated into a
pile of rust, leaving orly a curving,
hand-hewn handle.
At first it appeared the long
dead miners had removed all the
high=grade ore. But as he followed
the gold vein deep into the tunnel,
Baggett noted that at one point
the ore richened. He is now dig
ging a new tunnel and bringing
out dirt assaying $240 a ton—rich
stuff.
How much have they earned?
Baggett prefers not to say. But he
considers the $83,000 he’s devoted
to.developing the mine well spent.
OLD TIMERS
DES MOINES, ITowa—(AP)—F.
J. Wood, 87-year-old inventor of a
steam threshing engine built in
1917, saw the machine used re
cently to harvest oats. Wood, one
of the founders of Wood Bros.,
Farm Machinery in Des Moines,
designed and built the old steam
er.
Talk of old threshing days was !
heard this year on ' the Louis
Thordsen farm north of Tipton.
The veteran threshermen were
Henry W. Meyer, .of Clarence, op
erating his machine for the 55th
year, and Ray Challis, of Tipton, 1
who has been threshing for over !
half a century. Both thinks that |
threshing is still the best way to |
handle small grain. : |
A scene reminiscent of the past
was the harvesting of oats re
cently on the W. T. Hunt farm
near Ottumwa. Horses pulled wa
gons of shocked oats to the thresh
er. However, the thresher, instead
of being powered by a steam en
gine, was operated by a tractor. :

DARWIN, Australia — (AP) — |
Australian aborigines in the inland
who have never seen the sea will
be shown paintings of it by Albert
Namatjira, famous Australian
aboriginal water-colorist. At Dar- |
win recently, Namatjira saw the |
sea for the first time and was im-~ |
pressed. He painted several pic- |
tures which were eagerly snapped !
up by a Sydney newspaper and a |
private buyer. He decided to take !
one picture home to show his tribe :
members just what the sea looks
like. Before he left Darwin, the
artist said he would return next
vear for a holiday, bringing his
wife and all the members of his '
family, none of who mhad seen the
